Designs, develops, deploys, administers, and sustains MuleSoft Anypoint Platform and/or Informatica integrations in AWS GovCloud. Builds secure REST APIs and Mule applications, manages API gateways and lifecycle governance, implements authentication and CI/CD, and integrates Navy logistics and mission-partner systems. Reviews designs and operational artifacts while guiding secure, reliable, reproducible enterprise platform delivery.

Advises senior Department and Embassy leaders, engages governments, donors, multilateral institutions, private-sector and pharmaceutical stakeholders, and supports policies related to health systems integration, resource efficiency, and global health programming.

Provides technical oversight for co-investment audits, expenditure reporting, and health financing across countries receiving U.S. government assistance. Develops reporting standards, indicators, policy guidance, compliance reports, training materials, and process improvements. Compiles and analyzes partner government health budget and expenditure data, assesses audit findings against bilateral agreements, supports country teams, and coordinates stakeholders to promote transparency, accountability, sustainability, and country ownership.
