The NC Department of Administration is the business manager for North Carolina state government. The department oversees Government Operations such as building construction, purchasing and contracting for goods and services, maintaining facilities, managing state vehicles, acquiring and disposing of real property, and operating auxiliary services such as courier mail delivery and the sale of state and federal surplus property. Additionally, the department manages many of the state's advocacy programs that provide assistance and services to diverse segments of the state's population that have been traditionally underserved.
Description of Work
The North Carolina Department of Administration (NCDOA), Division of Surplus, is seeking an organized, motivated, and skilled administrative specialist II position (working title: Vehicle Manager) with our State Surplus Property division. This division offers surplus property received from state agencies and the university system to other state agencies in need, and/or sells to qualifying non-profit organizations and the public. This position is responsible for directing the disposition of all titled vehicles statewide and is the administrator of the DWI/Felony Speeding to Elude seized vehicles towing, storing and auction contract.Key Responsibilities:
-This position is responsible for directing the disposition of all titled vehicles and managing the state surplus vehicle business unit. This includes managing the incoming and outgoing vehicles in our systems and inventory on our lot
-Administrator of the DWI/Felony Speeding to Elude seized vehicles towing, storing and auction contract, including attending auctions which may be on Saturdays
-Manage staff to complete this division's statutory mandate to provide an audit trail for titled personal property and seized vehicles by developing work procedures, analyzing and interpreting guidelines, creating methods and policies, and supervising the implementation of this policy with staff and agencies statewide.
-Frequent interaction and customer service with state agencies, political subdivisions and contractors for the DWI/Felony Speeding to Elude contract
-Work requires considerable organization and analytical responsibility
-Work is subject to inside and outside environmental conditions.
-Additional duties as assigned
Knowledge Skills and Abilities/Management Preferences

MAX SALARY FOR THIS POSITION: $52,382
Recruitment Range: $41,206-$52,382

Working experience of custody chain management, including inventory control systems.
Experience in contract management.
Ability to analyze and interpret policies and procedural guidelines and to resolve problems and questions independently.
Experience handling customer complaints with an attitude to diffuse critical situations while maintaining the integrity of the agency by following policy and procedures.
Ability to train and supervise staff.
Must have intermediate computer skills in Microsoft Suite (Word, Outlook, Excel).
MANAGEMENT PREFERENCE:
Employees should have a clean driving record with no more than 1 minor infraction within the last 5 years.
Ability to clearly communicate verbally and in written correspondence.
Documented experience of attention to detail.
Other Requirements:
- Valid driver’s license with the ability to obtain a North Carolina driver’s license within 120 days of hire.
