The North Carolina Office of State Budget and Management (OSBM) is excited to announce the opportunity to join our team.
As a Budget Execution Analyst, you will:
• Provide technical assistance and guidance to agencies in carrying out their delegated responsibilities related to budget management;
• Monitor and evaluate budget adjustment requests within the framework of the State Budget Act, relevant state and federal legislation, and rules and policies;
• Oversee agency budgets and expenditures to ensure a balanced budget;
• Analyze expenditures and revenues and propose solutions to structural budget shortfalls to ensure that the Governor’s Recommended Base Budget is an accurate plan for the upcoming biennium.
• Demonstrate curiosity and the ability to think critically to make connections that others miss and to use this skill to assist leadership, staff, and agencies to identify and solve problems.
• Work independently with supervision and to exercise discretion, demonstrate integrity, and maintain confidentiality.
• Maintain professionalism and develop strong working relationships while managing tight deadlines and ambiguous situations.

Knowledge Skills and Abilities/Management Preferences

If you possess any of the following skills or qualifications, please include them in your application:

  • Knowledge of the principles and practices of public administration and accounting; budget and program analysis; and strategy and performance management and evaluation
  • Demonstrated skills in researching, analyzing, interpreting, and summarizing complex data, identifying findings, and making recommendations utilizing the Microsoft Suite
  • Knowledge of how state budgets and legislation are prepared and executed. 
  • Experience with statewide, capital, and university budgeting practices.

Minimum Education and Experience

Bachelor’s degree in business administration, public administration, public policy or related field from an accredited institution and two (2) years of experience preferably in governmental accounting or budgeting, or an equivalent combination of education and experience.
