INTECON LLC is seeking an experienced Subject Matter Expert (SME) to support the Medicaid and CHIP Payment and Access Commission (MACPAC) under its upcoming IDIQ contract. The SME will provide deep, specialized knowledge and expertise in one or more key areas of Medicaid or CHIP policy to inform high-level research, policy development, and stakeholder engagement efforts. This is a strategic advisory role that will support MACPAC’s analytic work by contributing insights on policy trends, program design, implementation challenges, and emerging issues in the Medicaid/CHIP landscape.
Key Responsibilities:- Serve as an Advisory Expert on MACPAC task orders in one or more designated subject matter areas (e.g., payment policy, managed care, behavioral health, LTSS, maternal health, CHIP, financing, program integrity, data quality, federal-state interactions, etc.).
- Provide policy analysis, technical input, and expert guidance on the design and execution of MACPAC research projects and task orders.
- Participate in review and refinement of research methodologies, analytic approaches, and project deliverables to ensure substantive rigor and policy relevance.
- Develop and deliver written products, presentations, and briefings to MACPAC staff and stakeholders.
- Engage with federal and state stakeholders, academic experts, and other subject matter experts to contribute insights and facilitate knowledge exchange.
- Assist in identifying emerging trends, risks, and opportunities relevant to MACPAC’s policy portfolio.
- 10+ years of experience in a field directly relevant to Medicaid or CHIP policy (e.g., payment policy, managed care, quality of care, state operations, program financing, health equity, program integrity, long-term services and supports, or other relevant areas).
- Recognized as an expert in a specific Medicaid/CHIP domain, with deep practical and/or academic knowledge of key policy and operational issues.
- Demonstrated ability to contribute to policy-relevant research and analysis.
- Excellent written and oral communication skills, with the ability to convey complex policy concepts to both technical and non-technical audiences.
- Strong collaboration and advisory skills; ability to work effectively as part of an interdisciplinary project team.
- Advanced degree (Master’s, JD, PhD, or equivalent experience) in public policy, public health, health services research, law, economics, or a related field.
- Experience contributing to federal policy analysis reports or Congressional briefings.
- Familiarity with MACPAC’s mission and prior publications.
- Experience supporting Medicaid and CHIP program design and operations at the federal or state level.
- Experience working under IDIQ contract structures and in advisory roles for federal clients.
- Ability to obtain and maintain a Public Trust clearance.
