Job Description

CSCI is seeking an experienced Implementation Subject Matter Expert (SME) to support complex enterprise technology and business process initiatives within a Federal or Department of Defense (DoD) environment. This role plays a vital part in the successful implementation, sustainment, and enhancement of Oracle E-Business Suite (EBS) systems and related enterprise tools. The SME will contribute as a technical resource on executive-level project teams—offering expert guidance, interpreting functional requirements, and evaluating forward-leaning solutions. This intermediate-level position is ideal for candidates with strong Oracle EBS functional expertise and a track record of supporting implementation and sustainment efforts within a shared services environment.

Responsibilities
  • Provide end-to-end implementation management support for deploying the DAI (Defense Agencies Initiative) solution across Defense Agencies and Services
  • Plan, track, and manage deployments using detailed implementation checklists, schedules, and status reporting mechanisms
  • Ensure adequate resourcing for all phases of deployment and coordinate across functional and technical teams
  • Develop and execute risk mitigation strategies, regularly updating stakeholders on status and impact
  • Lead cutover and post-production activities, ensuring successful transitions to live operations with minimal disruption
  • Provide post-implementation customer support, including outreach to facilitate accurate and timely post-production processing
  • Create and maintain business process documentation, including “As-Is” and “To-Be” process models
  • Support business process reengineering efforts to improve system efficiency, effectiveness, and alignment with operational needs
  • Collaborate closely with the Global Model Team to support solution design and testing activities, ensuring deployed capabilities meet functional requirements
  • Maintain deployment-specific compliance documentation in accordance with applicable laws, regulations, and PMO (Program Management Office) directives
  • Identify opportunities for and support post-implementation workshops focused on key business functions such as reporting
  • Develop, monitor, and report on performance metrics, including BEA (Business Enterprise Architecture) compliance, OSD (Office of the Secretary of Defense) electronic commerce metrics, post-production support data, and help desk resolution trends
  • Produce performance dashboards for leadership visibility and decision support
  • Share knowledge and deployment best practices through documentation updates and proactive outreach to internal teams and stakeholders
Minimum Requirements
  • Active DoD security clearance (Secret or higher)
  • Minimum of four (4) years of experience supporting DoD or Federal Oracle shared service providers
  • Demonstrated experience with Oracle EBS R12.2 or higher (e.g., DAI) 
  • Strong understanding of federal and DoD business processes
  • Experience with Oracle EDQ and ODI tools related to system implementation and sustainment
  • Ability to work independently, manage priorities, and contribute to long-term project goals
  • Creativity and adaptability in problem-solving
  • Ability to work with clients to understand their needs
  • Strong organizational and time-management skills
  • Excellent written and verbal communication skills
  • Professional presence
Preferred Skills
  • Knowledge of one or more IT domains such as enterprise architecture, systems integration, software development, security, or network systems
  • Functional expertise in finance, logistics, or operations research within a government context
  • Experience working in secure environments with sensitive data
  • Strong communication and interpersonal skills for advising users and collaborating with IT teams
  • Strong customer and vendor relationship skills
  • Demonstrated ability to comply with data standards and policies
  • Motivation to learn new technologies and methodologies that demonstrate value
  • Past experience working with a federal agency
  • Department of Defense experience is a plus!
