Job Description SummaryThe Senior Planner provides integrated project planning leadership across the full project lifecycle for nuclear power projects. The role develops the project's planning framework — WBS, execution strategies, milestone logic, progress measurement systems, and integrated baselines — ensuring that scope, schedule, cost, and resources are planned coherently and that the project can measure, forecast, and control performance from contract award through to handover.

Job Description

Roles and Responsibilities

  • Establish the project planning framework: WBS, control accounts, milestone hierarchy, planning procedures, and the project execution plan (PEP) planning inputs.
  • Develop integrated plans combining schedule, cost, resources, risk, and procurement strategy into a single project baseline.
  • Define and maintain the progress measurement system: earned value rules of credit, quantity-based progress curves (S-curves), physical progress measurement for engineering, procurement, and construction.
  • Lead planning workshops with engineering, procurement, construction, and commissioning leads to build realistic execution logic and sequence of work.
  • Produce integrated master plans and executive planning documents: execution narratives, histograms, manpower loading plans, and mobilization plans.
  • Coordinate the estimate-to-plan integration: ensure budgets, quantities, and hours are mapped to schedule activities and control accounts.
  • Analyze trends and forecast completion: develop estimate-at-completion (EAC) views, what-if scenarios, acceleration/recovery plans, and contingency drawdown forecasts.
  • Support the project change control process with planning impact assessments for scope, schedule, and cost changes.
  • Prepare planning content for monthly project reviews, steering committee papers, and stakeholder presentations.
  • Interface with contractors and partners on planning alignment, baseline acceptance, and integrated program reporting.
  • Coach and supervise planners and planning engineers; ensure consistent application of planning standards across the project.
  • Capture and apply lessons learned; contribute to continuous improvement of project controls processes and templates.

Required Qualifications

  • Bachelor’s degree in engineering, Project Management, Construction Management, or a related discipline; equivalent experience considered.
  • Minimum 10 years of project planning experience, of which at least 5 years on nuclear or other highly regulated megaprojects (energy, oil & gas, defence, infrastructure).

Desired Characteristics

  • Expert proficiency in Primavera P6 and planning/reporting toolsets (Power BI, Excel at advanced level); familiarity with EcoSys, PRISM, or similar cost/planning systems is an asset.
  • Strong knowledge of EVM, progress measurement methodologies, and ANSI/EIA-748 guidelines.
  • Experience developing planning frameworks from first principles on large, multi-contract EPC programs
  • One or more of the following certifications is preferred:

  • AACE International PSP (Planning & Scheduling Professional) or CCP ( Certified Cost Professional)
  • PMI-SP or PMP
  • APM PMQ/PPQ or equivalent chartered project management credential
  • Strategic, big-picture planning mindset combined with attention to baseline detail and data quality.
  • Strong facilitation skills to lead multi-disciplinary planning workshops.
  • Clear, concise written and verbal communication for executive and regulatory audiences.
  • Collaborative leadership; ability to influence without direct authority across engineering, procurement, and construction.
  • Resilience and structured problem-solving in a high-scrutiny nuclear project environment.
  • Planning framework: WBS, procedures, and measurement systems established and approved within project mobilization targets.
  • Baseline integrity: integrated baseline maintained with all changes processed through change control.
  • Progress data quality: progress measurement accuracy validated through periodic audits.
  • Forecast reliability: EAC and completion forecasts within agreed tolerance versus actual outcomes.
  • Stakeholder satisfaction: planning deliverables rated as decision-ready by project leadership.
