The Head of Partner Business Oversight is a senior management role responsible for leading a product‑aligned Partner Business Oversight organization. The role ensures partner activity is governed in alignment with product strategy, desired customer outcomes, and enterprise operational priorities across a complex and evolving partner ecosystem. A critical aspect of the role is stewarding product routines that ensure partner oversight practices remain business‑appropriate, risk‑informed, and proportionate to partner complexity and scale. The role is accountable for maintaining the right balance between effective risk management, operational efficiency, and partner growth—advocating for oversight approaches that protect the firm while enabling innovation, scalability, and sustainable expansion across the partner ecosystem. This leader provides the structure, operating discipline, and transparency required to effectively oversee partner relationships by connecting product direction, partner performance, and governance routines. Serving as the central business owner for partner oversight, the role builds and scales the oversight function, defines operating rhythms, and establishes coordination frameworks that enable product leadership to actively manage partner performance, dependencies, and delivery across a diverse set of partners. The Head of Partner Business Oversight drives disciplined partner performance oversight across the full product lifecycle, including governance routines, visibility into partner‑driven change and delivery readiness, issue and escalation oversight, and audit and regulatory exam preparedness.

Responsibilities:

  • Lead and manage a team of professionals to achieve established objectives, including full responsibility for talent management activities such as performance evaluations, hiring, development, and corrective actions, while exercising decision‑making on matters that influence business performance and day‑to‑day operational outcomes.

  • Manage and continuously enhance a standardized partner oversight framework that sets clear performance expectations and provides structured visibility through scorecards, dashboards, and metrics to monitor delivery progress, dependencies, outcomes, and partner‑driven change readiness—ensuring leadership awareness of risks and impacts to product objectives.

  • Manage, enhance, and appropriately challenge partner governance routines and operating reviews, by designing and facilitating forums that translate complex partner data into concise, decision‑ready insights; reinforce accountability for actions and ownership; and enable effective prioritization and disciplined follow‑through across the Product organization.

  • Serve as the central, product‑aligned coordination point across Operations, Business Development, Risk, Compliance, Legal, and Control stakeholders to drive alignment, integrate partner oversight into broader product and delivery rhythms, and reinforce clear business and product ownership. • Provide ongoing oversight of partner‑related issues and risks by ensuring consistent visibility into product and business impact, ownership clarity, escalation pathways, and resolution progress—enabling informed leadership dialogue and trade‑off decisions.

  • Manage and continuously enhance partner‑driven change oversight by ensuring standardized visibility, impact assessment, and readiness validation — confirming that product functionality, delivery commitments, operational integrity, and control requirements are not compromised and that leadership has clear insight into risks, dependencies, and downstream effects.

  • Exercise disciplined product ownership and governance by applying sound risk judgment to business and product decisions; proactively assessing reputational, client, operational, and control impacts; ensuring partner and delivery activities comply with applicable laws, regulations, and firm policies; and promoting ethical conduct, transparent escalation, and effective management of control issues.

  • Build, lead, and develop a high‑performing Partner Business Oversight team by defining clear roles and expectations, strengthening judgment and communication capabilities, and fostering a culture of accountability, collaboration, and disciplined execution aligned to product priori

  • Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards.

Qualifications:

  • 15+ years of relevant experience in product‑aligned, cobrand credit card business.

  • 8–10+ years of people‑management experience, leading professionals and managers, setting performance expectations, developing talent, and reinforcing accountability.

  • Strong product ownership and governance background, with the ability to balance partner growth, operational efficiency, and risk management across the product lifecycle.

  • Experience operating in a global, matrixed environment, coordinating across Product, Operations, Risk, Compliance, Legal, Finance, and Technology with direct and indirect team accountability.

  • Working knowledge of business systems, governance models, and operating practices, with experience across multiple business cycles.

  • In‑depth knowledge of industry and competitor products and services, with the ability to assess partner capabilities and market dynamics.

Education:

  • Bachelor’s degree/University degree or equivalent experience

  • Master’s degree preferred
