Data Analyst Lead

The Data Analyst Lead provides advanced analytical and technical data-management support for THEEB evaluation activities. The position leads complex qualitative and quantitative analyses; develops, integrates, cleans, validates, and analyzes evaluation datasets; and applies analytic methods to examine relationships between implementation processes and program outcomes. The position supports APR and performance measurement data extraction, DPRP encounter-data analysis, ADA/ADCES data integration, national-level secondary data integration, cross-site comparisons, and mixed-methods analysis. The Data Analyst Lead also develops reproducible analytic processes, technical documentation, data-quality products, analytic summaries, and recommendations for program improvement.

ESSENTIAL REQUIREMENTS

• Must be able to obtain and maintain the required customer clearance for access to systems, facilities, equipment and property.
• Master's degree in statistics, biostatistics, epidemiology, public health, data science, health informatics, or a related scientific or analytical field.
• Minimum of 10 years of relevant professional experience in public health analytics, evaluation, data management, biostatistics, epidemiology, or a related field.
• Advanced knowledge of public health research and evaluation principles, concepts, methods, and techniques.
• Advanced knowledge of methods, applications, and technology applicable to complex public health data analysis.
• Demonstrated ability to conduct complex qualitative and quantitative analytical studies and interpret results.
• Experience with implementation-related measures, including reach, fidelity, dose, adaptation, and contextual factors, and linking implementation variables to outcomes.
• Experience analyzing and integrating mixed-methods data.
• Experience developing structured analytic datasets, harmonizing variables, conducting data cleaning and validation, and documenting data-quality issues and corrective actions.
• Experience integrating and analyzing multiple data sources, including secondary and national-level datasets.
• Ability to communicate complex analytical findings clearly in written reports, presentations, briefings, and technical memoranda.
• Knowledge of the rules, procedures, and principles governing intramural and extramural program development, monitoring, and evaluation.
• Proficiency with Microsoft Office applications, including Outlook, Word, Excel, PowerPoint, Project, Teams, and SharePoint.
• Experience using and managing CDC administrative systems, including Human Subjects, OMB, IRB, and E-Clearance.
• Previous experience working with government procedures and guidelines.
• Ability to successfully complete any government-required background investigation or security clearance, if applicable to the task order.

ESSENTIAL DUTIES AND RESPONSIBILITIES

• Knowledge of the principles, concepts, methods, and techniques of public health research and evaluation to analyze, evaluate and provide expert advice and consultation.
• Knowledge of the principles, methods, applications, state-of-the-art technology in the position's scientific area of responsibility to provide direction and guidance on critical and complex issues.
• Ability to perform complex analytical studies (qualitative and quantitative analysis) and interpretation of results to coordinate the evaluation of programs and recommend improvements.
• Experience working with implementation-related measures (e.g., reach, fidelity, dose, adaptation) and linking implementation variables to outcomes.
• Experience analyzing mixed-methods data (e.g., qualitative and quantitative integration).
• Ability to communicate, both orally and in writing, to make clear, convincing presentations, explain and justify recommendations, represent the agency, and assigned program or project areas, provide guidance, and advise program administrators and members of the community, respond to inquiries, and interact with high level officials and representatives from public and private public health organizations.
• Knowledge of the rules, procedures and principles that govern intramural and extramural program development, monitoring, and evaluation.
• Ability to use Microsoft Office Applications (Outlook, Word, Excel, PowerPoint, Project, Teams, and SharePoint) efficiently and effectively.
• Ability to use and manage CDC Administrative Systems (HUMAN SUBJECTS, OMB AND IRB, and E-Clearance) efficiently and effectively.
• Previous experience working with the government procedures and guidelines.

EDUCATION / EXPERIENCE

Master's degree in statistics, biostatistics, epidemiology, public health, data science, health informatics, or a related field and a minimum of 10 years of relevant professional experience. Experience should include advanced quantitative and qualitative analysis, mixed-methods data integration, implementation-related measures, data quality assurance, multi-source data integration, and public health program evaluation

The estimated pay range for this role is $95k to $110k, with the final offer contingent on location, skillset, and experience.
