JOB SUMMARY
Responsible for providing leadership and direction to manage all construction activity in assigned subsidized region and the states with an estimated budget of 700M 900M. Develop a subsidized region construction strategy and secure and support construction contractor resources to meet construction schedule and award milestones in all areas. Drive standards and compliance in the BAU construction environment in support of the Area Vice Presidents within the Region to further improve the customer experience through build activities and timely repair of the existing infrastructure. Work closely with Field Operations region leadership to ensure that they are informed and have input into construction plans, that BAU operations are not compromised, and that there are consistent processes to activate/handoff plant. Work closely with VP of Design, VP of Plant Regulatory Strategy & Deployment, Legal, Government Affairs, Procurement, Customer Operations, Marketing and Corporate Leadership to plan/execute the overall project.
MAJOR DUTIES AND RESPONSIBILITIES
  • Actively and consistently support all efforts to simplify and enhance the customer experience
  • Responsible to ensure compliance with all construction and design standards
  • Establish and ensure all projects are managed consistently in PRISM/PNG, using standard project management planning/scheduling documents, and standard reporting.
  • Ensure standard invoicing/approval processes are followed and in place for all projects.
  • Ensure all as-builts are submitted accurately and timely.
  • Minimize impact to BAU operations in the region.
  • Establish and direct quality control programs for construction that are consistent with corporate construction/design standards in the subsidized regions.
  • Develop list of qualified bidders for construction, issue RFPs working with procurement, and secure contract labor necessary to meet project goals.
  • Develop plan to secure all permits and pole attachments working closely with contractors, design, pole owners and federal, state, and local agencies.
  • Develop and maintain good relations with local utilities, vendors, contractors and government agencies.
  • Ensure adherence to company safety standards
  • Ensures field compliance with corporate engineering standards, policies and procedures
  • Lead role in developing budget and forecast planning, and managing expenses for the construction projects in the subsidized region.
  • Manage subsidized construction capital and make sound investment decisions
  • Identify engineering/construction opportunities and promote change and initiate ideas
  • Provide oversight of the change management approval process for the subsidized construction projects
  • Perform other duties as requested

REQUIRED QUALIFICATIONS
Skills / Abilities and Knowledge
  • Ability to read, write and speak the English language to communicate with employees, customers, suppliers, in person, on the phone, and by written communications in a clear, straight-forward, and professional manner
  • Knowledge of company products and services
  • Advanced Knowledge of FTTH, HFC, and IP Networks

Education
  • Bachelor's degree in engineering or related field, or equivalent experience
  • SCTE/BCTE certification or equivalent
  • Industry and vendor specific certifications and training

Related Work Experience - Number of Years
  • Construction/engineering management experience - 15+
  • Experience with construction project management - 10+

WORKING CONDITIONS
  • Office environment 50% / Field 50%
  • Exposure to moderate noise levels
  • Travel as required
