The Need

For over 25 years, IJM has pioneered the work to protect vulnerable people from violence. 9 out of 9 times in the last decade, IJM’s Justice System Strengthening Projects have reduced slavery and violence between 50 and 85% for very large populations of people in poverty. As we grow to expand our impact to protect 500 million people from violence, we are seeking a Technical Project Manager.

The primary responsibility of the Technical Project Manager involves managing and overseeing the successful delivery of medium-size enterprise technology projects, leveraging Agile methodologies to ensure flexibility and efficiency. The Technical Project Manager will ensure that projects are completed on time, within budget, and in scope, with an emphasis on quality. The Project Manager will also be responsible for managing the technology roadmap, working closely with cross-functional teams in Global Technology Solutions (GTS) and additional stakeholders and vendors, to deliver projects that align with organizational goals and customer needs.

This position is preferred to be hybrid (onsite Tuesdays & Thursdays) and located in the Washington, DC area. Remote candidates can be considered. This position reports to Global Director, Strategy and Portfolio and is only available for candidates with the right to work in the US.

This is a temporary position which can start immediately and will be effective through March 31, 2026.

Key Result Areas
  • Project Planning, Scheduling and Execution: Draft project charters including scope, objectives, budget, timeline and final deliverables; develop detailed project plans, manage schedules, allocate resources, and ensure timely completion of tasks within scope and budget aligned to technology roadmap; maintain comprehensive project documentation, including project charters, project plans, risk registers, action item logs, status reports, meeting notes, and change requests;

  • Business Analysis/Process Improvement: Effectively collect, analyze, document business requirements related to Strategic Initiatives; identify opportunities for process improvements and system enhancements to increase operational efficiency, reduce costs, and support strategic goals; streamline project processes by identifying inefficiencies, reducing bottlenecks, and implementing standardized practices to enhance productivity, timelines, and optimal resource utilization;

  • Stakeholder Communication: Maintain clear and consistent communication with stakeholders, providing regular updates on progress, risks/issues, and managing expectations effectively through streamlined project channels;

  • Risk and Issue Management: Proactively identify, assess, and mitigate risks/issues to minimize project disruptions and ensure smooth delivery; and

  • Team Management and Leadership: Lead and support project teams, ensuring roles and responsibilities are clear, resolving any conflicts or challenges; foster a collaborative environment that encourages progress, problem solving, and innovation.

Responsibilities

Leadership and Management

  • Matrix manage various project teams and potentially directly manage contractors, interns, etc. who support Strategic Initiatives;

  • Manage stakeholder relationships, delegate tasks (where appropriate) and ensure clarity of roles;

  • Define project scope, establish project plan objectives, deliverables, and milestones;

  • Provide guidance and support to overcome challenges and encourage progress to avoid delays and keep projects on schedule;

  • Manage resources to ensure that human, financial, and material resources are available.

Policies and Procedures

  • Review and adhere to established standards, organizational guidelines, standard operating procedures and legal requirements for technology projects;

  • Establish governance structure (leveraging agile methodologies, where feasible), incorporating change management principles to ensure proper oversight of project at all stages, aligning to policies, and following approval process for changes in scope and/or timeline.

Communication

  • Facilitate communication and schedule meetings to keep stakeholders informed about progress, challenges, and risks;

  • Keep project sponsors keenly aware of project issues/risks and mitigation efforts;

  • Ensure smooth and efficient communication between team members and stakeholders; 

  • Update the project status regularly with reports and/or status meetings.

Documentation, Reporting & Data Management

  • Maintain records, keep detailed documentation of all project/process activities, decisions, and changes;

  • Manage project budgets and report against financial progress milestones on a monthly basis;

  • Prepare reports, provide regular reports for stakeholders, summarizing progress, risks, and future steps;

  • Monitor milestones and deadlines to ensure the project is on schedule in alignment with GTS roadmap.

Qualifications
  • 10+ years of professional work experience; BA/BS in related field preferred;

  • 7+ years of technology project management experience;

  • Experience managing matrixed, cross-functional project teams, including remote/offsite staff, vendors, and stakeholders throughout a global organization

  • Experience with deploying new technologies, as well as cloud-based technology upgrades; and

  • Familiarity with business analysis, process improvement/mapping, and change management best practices.

  • Relevant PMI certification (ex: PMP, PgMP, PMI-ACP) required;

  • Experience with Agile frameworks (Scrum, Kanban, hybrid) required; Agile/CSM certification a plus

  • Relevant Change Management experience required; Certification (i.e., PROSCI) a plus;

  • Proficiency with Microsoft Office applications as well as relevant project-management and process-mapping software (i.e. Microsoft Project, Smartsheet, Jira, Visio); and

  • Familiarity with IT Operations Management (ITOM) preferred.
