Job Title: Technical Lead

Location: Remote

Overview:

OBAN Corporation is seeking an Oracle HCM Cloud Technical Lead to serve as the primary technical authority across data strategy, data migration, and integrations for the full project lifecycle - from the initial payroll processing prototype through payroll implementation and deployment. The Technical Lead will own end-to-end technical solution design and quality, translating legacy payroll data structures and interface requirements into a governed Oracle Cloud HCM payroll target architecture.

Key Responsibilities:

  • Direct the conversion methodology (source-to-target mapping, ETL, and pay-period-level reconciliation) and the integration build (API-based, file-based, event-driven, and batch patterns via Oracle Integration Cloud) across high-risk domains including pay plans, leave, tax withholding, benefits elections, garnishments, YTD accumulators, and accounting distributions.
  • Ensure the technical solution aligns with the program's security and infrastructure posture, partnering with the security team on role-based access design, data-in-motion and data-at-rest protections, and FedRAMP/NIST SP 800-53 compliance across the OCI Government Cloud environment. Coordinate with infrastructure/hosting resources on environment provisioning, refresh cycles, and disaster recovery readiness to support migration and integration testing.
  • Be accountable for service delivery and client engagement, acting as the client-facing technical point of contact, reporting on migration/integration status, risk, and readiness through governance forums.
  • Report to the Program/Engagement Manager and functions as the technical counterpart to the Functional Manager, with day-to-day direction of a technical team spanning data conversion and integration resources.
  • Partner closely with the Functional Team on requirements refinement, workshops design, and payroll configuration to ensure technical build reflects approved functional design; partner with the deployment team to align cutover sequencing, environment readiness, and go-live execution; work hand-in-hand with the Test Lead across SIT, UAT, and full-population Payroll Compare Testing (PCT) cycles, ensuring technical defects are triaged, root-caused, and resolved with full chain-of-custody documentation from legacy to Oracle results.

Qualifications:

  • 7+ years of Oracle HCM Cloud technical experience across data migration and integration on multiple full-lifecycle implementations.
  • Federal or large-scale public-sector payroll experience preferred.
  • Deep hands-on expertise with HCM Data Loader (HDL/HSDL), HCM Extracts, Oracle Integration Cloud (OIC), Fast Formulas, and REST/SOAP web services.
  • Working knowledge of Federal security and infrastructure requirements, including FedRAMP authorization levels, NIST SP 800-53 controls, role-based/least-privilege access design, and MFA integration with federal identity providers (e.g., USDA eAuth, Login.gov).
  • Proven experience designing and executing large-scale payroll conversions (100M+ record scale) with reconciliation dashboards and audit-ready documentation.
  • Strong command of end-to-end technical traceability alongside functional Key Design Decisions (KDDs) and the Requirements Traceability Matrix (RTM).
  • Experience directing technical teams through cutover/hypercare readiness and rigorous payroll validation testing.
  • Strong stakeholder management and client engagement skills in a hybrid-delivery, regulated environment.
  • Government contracting experience, consulting maturity and the judgment to own technical decisions in a mission-critical, audit-scrutinized payroll environment.
  • Ability to travel up to 10%.

Required Qualifications:

  • Oracle Global Human Resources Cloud 2025 Implementation Professional (Payroll Cloud certification preferred).
  • Must be able to obtain and maintain the required government security check.
  • U.S. Citizen.
