Job Summary:

Manages cost reporting and analysis, planning, administrative cost controllership, and process improvements for the Federal Employee Program (FEP) segment, including the Federal Employee Health Benefits (FEHB) and Postal Service Health Benefits (PSHB) Programs. Prepares and provides consulting for complex analysis and costs reporting requirements, leads audits, continuous improvement projects, and other initiatives in support of the FEP segment. Serves as subject matter expert on FEP Administrative guidelines, Federal Acquisition Regulation (FAR), and FEP program processes and provides training and guidance for Accountants II and III positions on staff. 

 

Essential Function:

Responsible for timely and accurate completion of periodic cost reporting, compliant with federal and BCBSA regulations. Leads controllership, financial analysis and variance reporting for reimbursable allocated administrative expenses for FEHB and PSHB Programs for quarterly, fiscal and calendar year cycles. Coordinates supporting activities, assists management with reviews, and approvals of cost reporting and analysis prepared by Accountants II and III positions on staff, ensuring accuracy, compliance, and adherence to deadlines. 

Coordinates audit cycles to ensure accuracy of deliverables and adherence to deadlines, assigns, reviews and approves audit schedules prepared by Accountant II and III positions on staff. May also prepare audit schedules for complex costs categories (Quality Improvement, etc.).

  • Annual Independent Public Accountant Audits (June-Oct.) for FEHB and PSHB for administrative costs deliverables 

  • Annual internal audit schedules for corporate airplane to confirm compliance (Q1 

  • External (BCBSA) annual Quality Improvement Expense reconcilement to SCHE and supporting audit schedules (Q1-Q2) 

  • Periodic internal and external audits for administrative costs, as scheduled (OIG, BCBSA CPR, etc.) 

Supports analysis and reporting for internal budgets and forecasts for the FEP segment. Prepares management presentations and commentary for financial plans. 

Assists management with leading the development, consolidation, analysis, and reporting of the detailed annual FEP reimbursable administrative expense budget and quarterly forecasts deliverable to BCBSA for FEHB and PSHB Programs. 

Assists management with the coordination and review of the annual budget, business planning, and Advanced Intelligence Questionnaire (AIQ) planning cycles with the FEP Governance Committee. 

Prepares analysis, commentary, and presentations to support fiscal and annual FEP certification. 

Perform ad-hoc analysis and serve as subject matter expert for projects. 

Continuously improving processes, developing efficiencies, and collaborating to resolve issues.  

 

Required qualifications:

Bachelor’s degree in accounting or finance. 

5+ years of related work experience, including but not limited to financial analysis, budgeting and forecasting, cost accounting, and reporting. 

Strong knowledge of and experience with financial systems and complex data reporting models, including PeopleSoft Financials and Oracle/Hyperion (SmartView, Essbase, Planning, Reporting). Advanced Excel (macros, complex formulas, database functions, pivot tables) and intermediate PowerPoint skills. 

Experience leading a financial/accounting team and/or financial analysis, audit, planning, and reporting process. 

Strong analytical and technical skills to utilize and transform data and solve problems. 

Attention to detail and effective communication and presentation skills.

 

Preferred qualifications:

Health or insurance industry experience.

Experience supporting financial analysis, planning, and reporting for government contracted programs.

Working knowledge of Federal Acquisition Regulation (FAR). 

Power BI development skills. 

CMA, CPA, or advanced degree with concentration in Finance

 

General Physical Demands:
Sedentary work: Exerting up to 10 pounds of force occasionally to move objects. Jobs are sedentary if traversing activities are required only occasionally.

Must be able to travel to multiple locations for work (i.e. travel to attend meetings, events, conferences). Occasionally

To support your financial wellbeing, we offer competitive pay as well as opportunities for incentive or commission compensation. We also conduct regular annual reviews with pay for performance considerations for base pay increases. 
Annualized Salary Range: $84,500 - $137,300
Typical Annualized Hiring Range: $84,500 - $105,600
Final pay will be determined with consideration of market competitiveness, internal equity, and the job-related knowledge, skills, training, and experience you bring.
