Job Description:

Parsons is looking for an amazingly talented Sr. Subcontract Administrator, to join our team! In this role you will get to support the Subcontracts team managing Parsons Government Services Infrastructure Solutions Sector.

What You'll Be Doing:

  • Provides Senior level Subcontracts support to Parsons' Infrastructure Solutions ES Construction Unit.

  • Represents the organization as the primary subcontract administrator on assigned subcontracts making internal and/or external presentations as required. Responsible for observing all laws, regulations and other applicable obligations wherever and whenever business is conducted on behalf of the Company. Build effective relationships with both suppliers and internal/external customers.

  • Reviews drafts as necessary, and negotiates terms and conditions of non-disclosure and teaming agreements.

  • Prepares, analyzes and evaluates bids and proposals to ensure they meet Government requirements, company policy and department operating procedures.

  • Perform comprehensive Cost and Price Analysis of bids and proposals.

  • Administer subcontracts of various types and complexity to include Cost Plus, FFP, T&M and Labor Hour.

  • Develop supplier evaluation criteria, negotiate subcontract provisions, and support the generation of subcontract packages for review, approval, and awards to suppliers. In addition, support the negotiation of additions, deletions, or modifications to subcontracts.

  • Negotiate terms and conditions, pricing, milestones, and other applicable elements for the procurement of equipment and services to provide for subcontract awards in accordance with company policy and department standard operating procedures. Advises management of contractual rights and obligations and provides review and interpretation of terms and conditions.

  • Maintains an awareness of regulatory changes and their impact on subcontracts.

  • Provides leadership negotiating and modifying standard and non-standard subcontracts.

  • Identifies and resolves subcontract issues and problems and provides leadership in developing solutions, making recommendations to management

  • Provides direction and training to assigned professional staff.

  • Create proper file documentation in accordance with Parsons and CPSR regulations.

  • Ensure all files are Parsons and CPSR compliant.

  • Perform subcontractor setup process for all new subcontractors with adherence to Parsons requirements, including documentation collection, submission, and tracking approval process.

  • Additional Functions Other duties as assigned or required.

What Required Skills You'll Bring:

  • Bachelor's Degree in Business Administration (or related field)

  • 6+ years of related work experience involving typical procurement activities, including subcontracting.

  • Ability to lead and confidently support Request for Proposal (RFP) and review meetings, contract pre-award meetings, final negotiations, and draft/finalization of contract.

  • Perform risk analysis of RFPs (identify risks and prepare mitigation strategies) and providing input for pricing strategies, prepare formal contract correspondence and ensure compliance with contract policies, procedures, and standard operating practices to provide successful proposal and contract execution.

  • Knowledge of negotiating various contract types, including Firm Fixed-Price (FFP), Firm-Fixed-Price Level-of-Effort (FFP LOE), Cost-plus-fixed-fee (CPFF) Term and Level of Effort (LOE), Time and Materials (T&M), and Indefinite-Delivery, Indefinite-Quantity (IDIQ), Government-wide Acquisition Contracts (GWACs), Contract types.

  • Experience and knowledge of CPSR, Procurement Policies and Purchasing Systems. Experience with creating file documentation in compliance with CPSR requirements.

  • Excellent working knowledge of Subcontract Management and Procurement concepts; Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR), General Services Administration Acquisition Regulation (GSAR), and Truth in Negotiations (TINA).

  • Must possess the ability to counsel management, provide leadership in developing and communicating new concepts; apply them accurately throughout an evolving environment; organize, schedule and coordinate multiple work phases; determine the appropriate approach at the task or project level.

  • Outstanding communication skills (written and oral) with the ability to successfully interact at all levels of a matrix organization; ability to develop relationships within all levels of the organization. Proven customer service skills.

  • Ability to coach, train, and mentor other team members.

  • Extensive organizational and time management skills; must be able to multi-task with a high degree of accuracy and detail in a fast paced, deadline-driven environment. Ability to adjust quickly and adapt to changing priorities.

  • Ability to work independently and as part of a team; capable of representing the organization as a prime contact on subcontract matters with program management, vendors, and customers and, provide leadership to less experienced professional employees on projects.

  • US citizenship

What Desired Skills You'll Bring:

  • Experience in negotiating and managing construction subcontract agreements in support of Federal Clients

  • Knowledge and experience with Deltek Costpoint

Salary Range: $88,400.00 - $154,700.00
