Overview

Nakupuna Companies is seeking a Senior Computer Systems Engineer/Architect to join our team of talented consultants. The individual will provide solution architecture for the MuleSoft implementation in NAVSUP AWS GovCloud. This role is responsible for the cross-platform design, Everything as Code approach, security architecture, availability and recovery strategy, CI/CD practices, technical integration decisions, and day-to-day engineering coordination needed to move the solution from architecture through production sustainment. 

The individual will support NAVSUP Business Systems Center as the senior solution architect for the design, integration, testing, deployment, documentation, and sustainment of the MuleSoft Anypoint Platform within NAVSUP’s AWS GovCloud environment. Develop the cross-platform architecture and engineering standards for high availability, disaster recovery, security, Everything as Code, CI/CD, monitoring, configuration management, and change control. Coordinate technical activities across  MuleSoft, database, cloud, cybersecurity, and testing workstreams; identify architecture dependencies and risks; and ensure technical artifacts are secure, reproducible, supportable, and ready for Government review. Support RMF/ATO activities, performance and capacity planning, operational readiness, and knowledge transfer to NAVSUP personnel. 

Responsibilities

  • Develop the high-availability architecture recommendation and agile prototype, including component sizing, dependencies, network design, compute, storage, load balancing, capacity, and cost considerations. 
  • Define reliability objectives, RTO and RPO targets, failover strategies, backup and retention methods, restoration procedures, disaster-recovery tests, and rollback plans. 
  • Lead the Everything as Code approach across infrastructure, configuration, security, governance policy, testing, and CI/CD deployment; ensure artifacts are reproducible and retained in Government version control. 
  • Design AWS GovCloud resources and controls, including EC2, S3, networking, routing, security groups, load balancers, IAM roles, service accounts, logging, monitoring, and approved encryption. 
  • Establish technical standards for source control, branching, peer review, automated testing, automated deployment, configuration management, and change control. 
  • Lead security engineering for PKI, SSO, LDAP, OCSP, certificates, RBAC, least privilege, Zero Trust, logging, vulnerability remediation, and integration with NAVSUP security operations. 
  • Coordinate RMF/ATO and STIG compliance activities, including control mappings, diagrams, system-security documentation, hardening evidence, POA&M inputs, retesting, and closure support. 
  • Guide MuleSoft API architecture, platform architecture, data integration, performance testing, interoperability, and operational-readiness decisions across the team. 
  • Review and approve internal technical designs, scripts, code, configurations, tests, diagrams, runbooks, and deployment packages for quality, consistency, security, and supportability. 
  • Establish continuous monitoring for availability, performance, errors, capacity, cost, API metrics, and data-quality indicators using CloudWatch, Splunk, AppDynamics, MuleSoft, or comparable tools. 
  • Lead technical risk management, issue resolution, root-cause analysis, vendor coordination, sprint planning, milestone reviews, Government briefings, and stakeholder decision support. 
  • Plan and deliver hands-on knowledge transfer so NAVSUP administrators and engineers can operate, maintain, recover, and enhance the solution. 
  • Performs other related duties as assigned 
Qualifications

Skills/Qualifications: 

In addition to being able to confidently perform the above job duties, the candidate should demonstrate the following: 

  • Technical Leadership - Provides clear day-to-day direction across MuleSoft, AWS, security, testing, and sustainment work; reviews designs and engineering artifacts critically and resolves cross-platform risks before they reach production. 
  • Agile / DevSecOps - Turns architecture into prioritized, testable work with clear dependencies, acceptance criteria, and decision points; establishes repeatable source-control, peer-review, automated-testing, and CI/CD practices. 
  • Analytical / Problem Solving - Balances mission needs, security, reliability, performance, capacity, recovery, cost, and long-term supportability; uses evidence and prototypes to resolve uncertainty and clearly frames options for Government decisions. 
  • Communication / Teamwork - Communicates technical issues, risks, and tradeoffs in terms that both engineers and Government leaders can act on; creates a collaborative environment across a small multidisciplinary team and external stakeholders. 
  • Quality / Coaching - Sets and enforces standards for architecture, code, configuration, tests, diagrams, runbooks, and security evidence; builds Government ownership through practical mentoring, recorded walkthroughs, and current sustainment documentation. 

Education and Experience: 


Education: A bachelor's degree in computer science, engineering, information systems, cybersecurity, or a related technical field is preferred. 


Required experience: The candidate must be able to demonstrate the following: 

  • 7 years of hands-on Informatica experience 
  • 10 years of senior-level experience architecting working with enterprise platforms in AWS or AWS GovCloud from design through production operations. . 
  • Strong knowledge of cloud computing, storage, networking, security groups, load balancing, identity and access management, encryption, monitoring, performance, capacity, and cost optimization. 
  • Experience implementing Infrastructure as Code, Configuration as Code, Security or Policy as Code, automated testing, Git-based version control, and CI/CD pipelines. 
  • Experience designing high availability, backup, disaster recovery, RTO/RPO, failover, restoration testing, and rollback for production systems. 
  • Working knowledge of enterprise API, data-integration, data-governance, metadata, data-quality, and relational data-warehouse architectures. 
  • Strong knowledge of RMF/ATO, STIGs, NIST 800-53 controls, system hardening, PKI, SSO, RBAC, logging, vulnerability remediation, and Zero Trust concepts. 
  • Demonstrated ability to lead a small multidisciplinary engineering team and work directly with Government technical, security, contracting, and program stakeholders. 
  • Ability to review technical work critically, resolve cross-platform issues, manage risk, and maintain clear architecture and operational documentation. 
  • U.S. citizenship and ability to meet all privileged-access, background-investigation, CAC, SAAR, training, certification, and NDA requirements. 

Preferred experience: The following experience will strengthen the candidate's fit for this role: 

  • Recent AWS GovCloud architecture and DevSecOps experience supporting DoD or other Federal production systems. 
  • AWS Solutions Architect Professional, AWS DevOps Engineer Professional, AWS Security Specialty, or comparable current certification. 
  • Experience with Terraform, AWS CloudFormation, Ansible, or comparable IaC/CaC tooling and Azure DevOps repositories and pipelines. 
  • Architecture or technical-lead experience involving MuleSoft Anypoint Platform Enterprise Data Catalog, Axon, Data Quality, or PowerCenter. 
  • Experience integrating CloudWatch, Splunk, AppDynamics, or comparable observability platforms with enterprise applications. 
  • Prior experience with Navy data, WDP/Jupiter, Flank Speed, Microsoft Power Platform, logistics systems, or Government API-management initiatives. 

Certifications: 

Required: Current DoD 8140.03 IAT Level II baseline certification at the start of performance: CompTIA Security+ CE or a PWS-listed substitute (CCNA, CySA+, GICSP, GSEC, or CND). 

Required within six months: An applicable computing-environment certification in AWS, Windows, Oracle, UNIX, or Linux, coordinated to the assigned environment. 

Clearance and access: This position requires U.S. citizenship, CAC eligibility, and a final, favorably adjudicated T5, T5R, SSBI, or equivalent investigation before privileged access is granted. Interim privileged access is authorized. The certification requirements stated above also apply. 

The Nakupuna Companies use a market-based compensation strategy to ensure that our employees are compensated within applicable market ranges commensurate with multiple factors, including but not limited to the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability, organizational requirements, and position location. The projected compensation range for this position is $170,000.00 to $210,000.00 (annualized USD). The salary range displayed represents the typical salary range for this position and is just one component of Nakupuna Companies total compensation package for employees.
