ABOUT THE ROLE:

The Public Finance Analyst II plays a key role in supporting and executing municipal and corporate underwriting transactions with increased independence and complexity compared to Analyst I. This position is responsible for managing deal documentation, coordinating closings, ensuring compliance, and performing advanced financial analysis. The Analyst II also contributes to process improvements, mentors junior team members, and partners closely with bankers and external stakeholders to deliver seamless transaction execution.

YOUR RESPONSIBILITIES:

The responsibilities for this role are below; you may support projects of varying complexity based on skill and organizational priorities.

  • Transaction Coordination & Documentation
    • Lead coordination of municipal and corporate underwriting transactions from initiation through closing.
    • Develop, review, and maintain comprehensive bond issue documentation and compliance files for audit readiness.
    • Ensure all transaction records are accurate, complete, and stored for short- and long-term retrieval.
  • Deal Execution & Regulatory Submissions
    • Prepare and distribute schedules, distribution lists, approval forms, and request OMAC reports and CUSIPs prior to pricing; manage revisions post-pricing.
    • Submit pricing documents and official statements to i-Deal, Bloomberg, Security Master, MSRB/EMMA, and other required platforms within regulatory timelines.
    • Coordinate with DTC and paying agents to facilitate closings, send reminders, and distribute closing letters.
  • Financial Reconciliation & Reporting
    • Reconcile cost of issuance with issuers; prepare preliminary and final cost reports with supporting invoices.
    • Process invoices by assigning GL and cost center codes, entering data into accounting systems, and ensuring timely approvals.
    • Resolve discrepancies and reconcile outstanding invoices with the Accounting Department.
  • Client Deliverables & Business Development
    • Create final pricing books and deliver bound copies to issuers.
    • Prepare written and PowerPoint presentations for proposals and client meetings.
    • Support bankers in business development efforts, including research and conference coordination.
  • Process Improvement & Team Support
    • Identify and implement process enhancements to improve efficiency and reduce operational risk.
    • Provide guidance and informal training to junior analysts on documentation standards, compliance, and deal execution best practices.
  • Event & Marketing Coordination
    • Coordinate booth reservations and setup for industry conferences (e.g., GFOA, MSBO, MASA, MASB).
    • Manage advertising for bond sales, including coordination with marketing, legal, and newspaper vendors.
    • Oversee sponsorship materials and signage for events.
  • Administrative & Compliance Responsibilities
    • Maintain confidentiality of sensitive information and adhere to all regulatory requirements.
    • Ensure compliance with internal policies and external regulations throughout all deal processes.

MINIMUM REQUIREMENTS:

  • Bachelor’s degree in Finance, Accounting, Economics, or a related field. 
  • 2–4 years of relevant experience in public finance, investment banking, or a related financial services role.
  • Strong clerical and accounting skills, including proficiency with filing systems, typing, and office equipment.
  • Ability to research, clarify, and exchange information effectively.
  • Ability to handle sensitive information with discretion.
  • Securities Industry Essentials (SIE), Series 52, and Series 63 licenses required.

REQUIRED SKILLS:

Qualified candidates will bring emerging professional proficiency, generally acquired through 1–3 years of relevant work or internship experience in finance, accounting, or a related field.

  • Strong analytical and quantitative skills with demonstrated ability to interpret financial data and trends.
  • Advanced proficiency in Microsoft Excel and PowerPoint for modeling and presentations.
  • Excellent organizational skills with the ability to manage multiple priorities under tight deadlines.
  • Clear and effective communication skills, both written and verbal.
  • Ability to work independently while fostering collaboration across teams.
  • High attention to detail and commitment to accuracy.

Successful candidates will demonstrate a higher degree of proficiency (typically from 1–3 years of practical experience or advanced academic exposure) across the following areas:

  • Transaction Leadership: Ability to manage complex deal processes with minimal oversight.
  • Regulatory Compliance: Deep understanding of MSRB, EMMA, and related reporting requirements.
  • Process Optimization: Experience identifying and implementing workflow improvements.
  • Client Engagement: Skilled in preparing client-facing materials and supporting business development.
  • Mentorship: Willingness to guide and support junior analysts.

The base salary for this position is reflective of the range of salary levels for all roles within this pay grade across the U.S. Individual salaries within this range will vary based on factors such as role, relevant skillset, relevant experience, education and geographic location. In addition to the base salary, this role is eligible to participate in an incentive compensation plan, with any such payment based upon company, line of business and/or individual performance.
