Northrop Grumman is seeking an International Trade Compliance Analyst. This role is part of the Transportation Organization and is focused on HTS/Schedule B classification, import/export support,  trade compliance and program support in the defense industry. This position can be worked remote and hired at a Principal level or Sr Principal level.

What You’ll get to Do: 

Serve as a HTS and Schedule B classification specialist and subject matter expert for classification of parts and products in the defense industry.  Responsible to ensure products carry the correct tariff classification and to identify opportunities to reduce duties and tariff exposure through accurate, well-documented classification decisions and rationales. Provide support on a variety of export and import activities and projects, to assure regulatory compliance and adherence to all internal requirements and processes while maximizing operational efficiencies. 

 

  • Perform research and complete complex reviews by evaluating product information including technical information, material composition and using applicable rules,  such as GRI’s,  determine, assign and verify HTS & Schedule B classifications for new and existing parts and products to ensure accuracy and compliance.   
  • Properly document rationales and be able to defend and explain classification decisions and positions   
  • Interpret and apply rules of origin and applicability of other government agency trade compliance requirements, required for compliant and accurate declarations to government authorities including but not limited to Customs, Census, DoS, BIS, DoD, EPA, FDA and for various FTA’s 
  • Coordinate with internal stakeholders such as requestors and engineers to ensure internal processes are followed and obtain required information to assign accurate HTS / Schedule B classifications with proper supporting documents. 
  • Provide cross-functional support by answering classification questions and providing guidance on international trade compliance requirements such as for HTS and Schedule B classification, country of origin, and various export and import requests. 
  • Maintain complete and accurate records in accordance with all internal requirements, terms & conditions, and government regulations governing trade compliance. 
  • Review and maintain data in systems, dashboards, generate performance metrics for all related activity and provide updates, reports and documentation to management and stakeholders. Assist on trade compliance assessments and audits, prepare and/or review documentation as needed with management and complete all assigned actions. 
  • Support Post Entry Reviews and Post Summary Corrections 
  • Support International Activity Reviews 
  • Support FTZ Activities 
  • Provide surge support for exports and imports 
  • Support business continuity and training plans  
  • Support special projects and initiatives 

 

The ideal candidate will possess:

  • subject matter expertise and proven track record in HTS/Schedule B classification, program support,
  • international operations including compliant importing and exporting of defense articles, import/export logistics,
  • be detail-oriented and highly organized with the ability to multi-task several priorities and projects at once.
  •  Analytical skills with ability to dissect complex parts and products to determine essential character 
  • Strong writing and verbal skills to document audit trails and explain rules to non-experts 
  • Excellent communication skills with ability to interface with inter-organizational and customer contacts and represent organization in providing solutions to difficult technical issues associated with specific projects 
  • Ability to apply advanced technical skills, business acumen, project skills and versatility to contribute to the completion of specific projects and objectives

Basic Qualifications for a level 3 Principal Trade Compliance Analyst: 

  • Bachelor’s Degree and a minimum of 5 years of  experience in trade compliance, customs brokerage, and/or international logistics in the Aerospace and Defense industry or a Master's degree with a minimum of 3 years of experience in trade compliance, customs brokerage, and/or international logistics in the Aerospace and Defense industry; will also consider a minimum of 9 years of experience in trade compliance, customs brokerage, and/or international logistics in the Aerospace and Defense industry
  • US Customhouse Brokers License holder 
  • Experience in WCO General Rules of Interpretation, Explanatory Notes and Title 19 of the Code of Federal Regulations
  • Ability to obtain and maintain a secret clearance
  • US Citizenship 

  
Preferred Qualifications: 

  • 10+ years  expert level experience in HTS/Schedule B classification in aerospace & defense industry 
  • Experience with Country of Origin rules and determinations 
  • Experience with U.S. Customs valuation rules and principles 
  • Experience with U.S. International Traffic in Arms Regulations (ITAR) 
  • Experience with U.S. Export Administration Regulations (EAR) 
  • Experience with U.S. export and import compliance reporting processes and implications for business activities 
  • Experience with FTZ activities 
  • International Trade Compliance audit experience 
  • Experience with contract reviews 
  • Experience with SAP S4 ERP 
  • Experience with automated EMS and TMS tools 
  • Experience with OGA’s including EPA, FDA, ATF 
  • Bachelor’s degree in international Trade, Logistics or Business Administration

Basic Qualifications for a level 4 Sr Principal Trade Compliance Analyst: 

  • Bachelor’s Degree and a minimum of 8 years of  experience in trade compliance, customs brokerage, and/or international logistics in the Aerospace and Defense industry or a Master's degree with a minimum of 6 years of experience in trade compliance, customs brokerage, and/or international logistics in the Aerospace and Defense industry; will also consider a minimum of 12 years of experience in trade compliance, customs brokerage, and/or international logistics in the Aerospace and Defense industry
  • US Customhouse Brokers License holder 
  • Experience in WCO General Rules of Interpretation, Explanatory Notes and Title 19 of the Code of Federal Regulations

Primary Level Salary Range: $85,600.00 - $128,400.00Secondary Level Salary Range: $106,800.00 - $160,200.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
