The HR Technology Program Manager will use broad HR technology expertise to support the projects, processes and initiatives of Charter's HR Line of Business customer population. Experience in project management, business needs analysis, system configuration and design, system documentation, data integration and testing will be critical. Knowledge of Human Resources Information Systems like Oracle HCM and other collaborative HR applications such as Compensation, Recruiting, Learning, and Employee/Manager Self Service is recommended. The HR Technology Program Manager will be expected to build effective relationships and lead cross functionally to complete assigned tasks and deliverables.
MAJOR DUTIES AND RESPONSIBILITIES
- Acts as liaison between HR Line of Business customers and Corporate HR Operations by planning, conducting and directing the analysis of highly complex business problems to be solved by technology
- Serves as subject matter expert and ensures effective management of current systems, processes and programs through the understanding of line of business specific needs and analysis/assessment of system capabilities
- Develops business requirement definition and functional specifications for application development, modifications and/or configurations
- Responsible for conducting work flow analyses, evaluating system changes required to support line of business specific HR functions, and designing and implementing test plans to validate those changes
- Adheres to SDLC, HR Technology change control practices/processes, SOX policies and practices, and audit requirements and procedures
- Manages and sustains Line of Business HR relationships including maintaining awareness of strategic business direction and potential impacts to HR processes and systems
- Acts as central point of contact for HR Operations issues that cannot be managed within the Line of Business
- Performs other duties as requested
REQUIRED QUALIFICATIONS
Required Skills/Abilities and Knowledge
- Working knowledge of Human Resources Operations across multiple functions
- Demonstrated ability to apply a broad, integrated perspective when planning, problem-solving and assessing cross-functional impacts.
- This includes identifying critical steps, activities, and upstream/downstream impacts
- Proven experience developing, verifying and writing business & functional requirements, applying configuration changes, conducting workflow analyses, and documenting test plans and scripts
- Demonstrated experience executing test (QA) deliverables and certifying integrity of automated solutions and programs
- Proven interpersonal, written and public speaking skills with ability to communicate complex information to all levels of the organization
Required Education
Bachelor's degree in Business, Technology, Human Resources, or equivalent work experience
PREFERRED QUALIFICATIONS
Preferred Skills/Abilities and Knowledge
- Project Management Professional certification (PMP)
Human Resources Information Professional certification (HRIP) - ICIMS or other Applicant Tracking Software experience
Experience with writing requirements for and testing API's (Application Programming Interface) in Python
