Job Description

We are seeking a highly analytical and detail-oriented HR Program Manager to bridge business operations, process design, and technology delivery within HR Operations and Talent processes. This role serves as a critical partner in ensuring business requirements, operational realities, and system capabilities are aligned to deliver sustainable, scalable solutions.

The successful candidate brings deep operational context, strong business analysis expertise, and formal process mapping skills to validate opportunities, identify constraints early, and translate business intent into clear, testable requirements. This individual ensures solutions are practical, compliant, scalable, and capable of supporting real-world business cycles and operational demands.

Key ResponsibilitiesBusiness Analysis & Requirements Management
  • Lead discovery and requirements gathering efforts with business stakeholders and technical teams.
  • Translate business objectives into detailed, testable requirements, user stories, acceptance criteria, and process flows.
  • Ensure requirements are complete, precise, and ready for design, development, testing, and implementation.
  • Maintain traceability between business needs, requirements, testing, and delivered outcomes.
  • Facilitate alignment across stakeholders by clearly articulating business processes, dependencies, and solution impacts.
Process Design & Operational Excellence
  • Develop and maintain current-state and future-state process maps using formal process mapping methodologies.
  • Evaluate operational workflows to identify inefficiencies, risks, bottlenecks, and opportunities for improvement.
  • Own the operational improvement lifecycle from problem identification through implementation and validation.
  • Identify systemic issues and recommend future enhancements to improve operational effectiveness and user experience.
  • Ensure solutions support end-to-end business processes rather than isolated functional requirements.
Solution Validation & Risk Management
  • Bring operational and system context to validate that business problems are real, measurable, and solvable.
  • Assess solution feasibility and provide effort, dependency, and risk analysis to support prioritization decisions.
  • Stress-test proposed solutions against enterprise realities including business cycles, volume, scalability, compliance requirements, data integrity, and deadlines.
  • Identify execution, delivery, operational, and data risks early in the lifecycle and drive mitigation plans.
  • Validate that proposed solutions can successfully perform under peak operational periods and critical business events.
Data Analysis & Performance Measurement
  • Analyze operational data, trends, and historical reporting to establish baselines and assess outcomes.
  • Validate that performance improvements reflect actual process effectiveness rather than reporting artifacts or data anomalies.
  • Partner with reporting and analytics teams to define meaningful measures of success and operational health.
  • Provide insights and recommendations based on data analysis, process performance, and operational outcomes.
Cross-Functional Partnership
  • Partner effectively with HR Operations, Product Management, Technology, Risk, Compliance, and Testing teams.
  • Serve as a trusted advisor by providing operational and business process expertise throughout the project lifecycle.
  • Contribute feasibility, effort, dependency, and risk inputs to support informed prioritization and planning activities.
  • Facilitate workshops, process reviews, and stakeholder discussions to drive clarity and alignment.
Required Qualifications
  • Bachelor's degree or equivalent work experience.

  • 5+ years of Business Analysis, Process Improvement, Operations, HR Operations, or related experience.

  • Demonstrated expertise in requirements elicitation, documentation, user stories, acceptance criteria, and business process analysis.

  • Experience developing formal process maps, workflow diagrams, and process documentation.

  • Strong analytical and problem-solving skills with the ability to identify root causes and operational impacts.

  • Experience evaluating business requirements against system capabilities, operational realities, and enterprise constraints.

  • Proven ability to assess risks, dependencies, feasibility, and implementation considerations.

  • Strong verbal, written, facilitation, and stakeholder management skills.

  • Experience working within Agile, hybrid, or traditional project delivery environments.

Preferred Qualifications
  • Experience supporting HR Operations, Talent Acquisition, Onboarding, Performance Management, or Human Capital Management processes.

  • Experience with Workday or other Human Capital Management platforms.

  • Knowledge of process improvement methodologies such as Lean, Six Sigma, or Continuous Improvement.

  • Experience with business process modeling tools such as Visio, Lucidchart, Signavio, or similar platforms.

  • Experience supporting enterprise-scale implementations and transformation initiatives.

  • Familiarity with compliance, audit, risk management, and data governance practices.

The role offers a hybrid schedule, which means there's an in-office expectation of 3 or more days per week and the flexibility to work outside the office location for the other days.

The salary range reflects figures based on the primary location, which is listed first. The actual range for the role may differ based on the location of the role. In addition to salary, U.S. Bank offers a comprehensive benefits package, including incentive and recognition programs, equity stock purchase 401(k) contribution and pension (all benefits are subject to eligibility requirements). Pay Range: $86,360.00 - $101,600.00
