Job Title: Federal Payroll/HR Consultant

Location: Remote

Overview:

OBAN Corporation is seeking a Federal Payroll/HR Consultant responsible for supporting requirements and design workshops, contributing to the translation of federal payroll business rules into functional and technical designs, and producing deliverables (business process workflows, fit/gap documentation input, configuration workbooks, data mapping specifications, and SIT/UAT test scenarios) under the direction of senior payroll leads.

Key Qualifications:

  • One to three years of federal payroll experience, including working knowledge of Title 5 and Title 38 pay rules, premium pay and overtime calculations, FERS/CSRS retirement deductions, Thrift Savings Plan (TSP) contributions, garnishments and debt collection, and W-2/tax withholding and reporting.
  • Demonstrated experience with federal payroll systems and interfaces (e.g., WebTA, EPIC, Payroll/Personnel System interfaces), familiarity with Treasury and OPM reporting requirements, and experience contributing to key design decisions (KDDs) and requirements traceability matrices (RTMs).
  • Strong consulting skills, government contracting experience, and the ability to support delivery in a regulated, client-facing environment.
  • Experience with Oracle Cloud HCM configuration (e.g., Global Payroll, Absence Management, Time and Labor) and Oracle Fast Formulas is a plus.
  • Prior experience with federal payroll processing shared service provider is a plus.
  • Ability to travel up to 10%.

Required Qualifications:

  • Must be able to obtain and maintain the required government security check.
  • U.S. Citizen.

Preferred Qualifications:

  • Experience supporting legacy-to-modern payroll system migrations and defect triage through System Integration Testing (SIT) and User Acceptance Testing (UAT).
