This is a remote position.

The ERP Business Analyst will support the Texas Health and Human Services Commission (HHSC). This role is responsible for analyzing user requirements and business processes to improve existing systems, with a focus on PeopleSoft FSCM 9.2 Accounts Receivable and Billing module implementation. The analyst will gather requirements, conduct fit-gap analysis, and map data between legacy and third-party interface systems. The role requires strong written and verbal communication skills and the ability to collaborate effectively within a large remote team. Additional responsibilities include documentation, hands-on testing, and support of training efforts throughout the project.

Responsibilities:

  • Analyze user requirements, procedures, and problems to improve existing computer systems.
  • Confer with personnel across organizational units to identify problems and gather input and output requirements.
  • Write detailed descriptions of user needs, program functions, and steps required to develop or modify systems.
  • Review computer system capabilities, specifications, and scheduling limitations to determine feasibility of requested changes.
  • Perform studies and cost/benefit analyses of alternative solutions.
  • Gather requirements and conduct fit-gap analysis for the PeopleSoft FSCM 9.2 Accounts Receivable and Billing modules.
  • Map data to legacy systems and third-party interface systems.
  • Perform hands-on, end-to-end system integration testing with third-party interfaces.
  • Support training efforts related to the project.
  • Prepare project documentation and perform other project tasks as needed.

Requirements

Minimum Qualifications:

  • 8 years of experience as a business analyst with PeopleSoft FSCM 9.2.
  • 8 years of experience as a business analyst, specifically in Accounts Receivable and Billing module implementations.
  • 8 years of experience as a business analyst gathering requirements and conducting fit/gap analysis with subject matter experts.
  • 8 years of experience performing hands-on, end-to-end system integration testing with third-party interfaces.
  • 4 years of experience with Microsoft O365 applications (Word, Excel, PowerPoint, Visio).
  • 2 years of experience working with MS Teams in a large team setting.

Preferred Qualifications:

  • 4 years of experience working with a public sector organization (Federal, State, or Local Government).
  • 2 years of experience working with the Texas Comptroller of Public Accounts (CPA) CAPPS Financials system.
  • 2 years of experience with PeopleSoft Approval Workflow Engine (AWE).
  • 2 years of experience with SharePoint.
  • 1 year of experience with Jira.
  • 1 year of experience working with the Scrum framework.
  • 1 year of experience with STAT.
Additional Requirements:
  • Texas-based and Austin-based candidates are preferred.
  • Work outside normal business hours (evenings, weekends, holidays) may be requested.
Work Location and Schedule:

Location: 4601 W. Guadalupe, Austin, TX 78751.
Schedule: Monday through Friday, 8:00 AM to 5:00 PM Central.
Work Arrangement: Remote (Telework); may become hybrid in the future.
