Collaborates with stakeholders, IT teams, vendors, and Workday administrators to gather requirements, create technical documentation and diagrams, define implementation specifications, troubleshoot solutions, support testing, and ensure scalable, secure alignment with Workday best practices and feature releases.

Serves as system steward and technical liaison for transit applications, including Vontas OnRoute and GIRO HASTUS. Translates operational needs into requirements, administers configurations, queries databases with SQL, troubleshoots onboard bus technology and integrations, coordinates testing and deployments, manages incidents and vendors, and supports users. The role requires hands-on field work aboard buses, documentation, training, data validation, change control, and continuous improvement of business-critical transit systems.

Leads strategic execution and cross-functional coordination for the Innovation and Technology Department. Supports the Deputy Director through priority tracking, special projects, executive communications, budget and procurement coordination, vendor management, partnership engagement, process improvement, and leadership meeting support. The role identifies risks, drives follow-through, prepares executive briefings, and coordinates department-wide initiatives across internal teams, city functions, vendors, and external partners.

Performs operational and business data analysis across multiple systems to identify trends, performance gaps, root causes, and improvement opportunities. Develops dashboards, reports, process documentation, and recommendations for managers and stakeholders. Coordinates cross-functional analytical work, supports performance measurement and continuous improvement, and communicates findings clearly. Requires independent judgment, strong analytical skills, and experience using data visualization, databases, spreadsheets, and reporting tools.

Leads the agency-wide records and information management program, including public records requests, retention schedules, legal holds, document management systems, metadata, audits, compliance, training, and staff supervision. Partners with Legal, IT, Quality Management Systems, and departmental representatives to improve records integrity, accessibility, security, and lifecycle management. Oversees system requirements, digitization, migration, reporting, vendor performance, and continuous process improvement.

Provides legal counsel to Charlotte Area Transit System leadership and staff on governmental, regulatory, operational, and policy matters. Conducts complex legal research, prepares opinions, agreements, pleadings, and other documents, and represents the organization in litigation, negotiations, hearings, and administrative proceedings. Manages outside counsel and a diverse legal portfolio, monitors relevant laws and regulations, advises on compliance and risk, and collaborates with attorneys, officials, agencies, and operational stakeholders.

Manages and directs engineering work for transit projects, including consultant and contractor coordination, project planning, technical document preparation, cost estimates, procurement documents, schedule analysis, and construction project oversight. Represents CATS at technical and public meetings, resolves project issues, reviews development plans, supports safety reporting, and communicates with stakeholders. The role requires civil engineering expertise, project management skills, and professional engineering registration.
