Lead and oversee paratransit operations, ensuring compliance with FTA, ADA, and NCDOT standards. Manage staff and contractors, develop SOPs and strategic plans, monitor KPI and fleet readiness, handle incident response, reporting, budgets, grants, and stakeholder engagement to deliver safe, reliable paratransit service.

Provide comprehensive legal counsel to City officials and the Finance/Risk Division; manage and litigate moderate to complex employment and municipal cases in federal and state courts; prepare pleadings, discovery, settlements, and trial materials; represent the City at hearings, mediations, and trials; advise on employment-related issues; collaborate with litigation team and outside counsel; ensure municipal legal compliance.

Serve as the primary coordinator for Board governance and executive communications. Manage Board and committee meetings, agendas, minutes, official records, compliance with open meetings and public records laws, and executive correspondence. Support onboarding, track actions and resolutions, coordinate public records requests, advise on governance best practices, and help implement scalable governance systems during the transition to an independent public authority.
