Senior Project Manager to lead a City of Charlotte PeopleSoft upgrade and related projects. Requires 10+ years project management, PMP (or equivalent), PeopleSoft and HR experience, and experience with PeopleSoft upgrades (9.0->9.1 minimum; 9.1->9.2 preferred). Must use MS Office, Project Server (PWA), MS Project Professional (test required), and Visio. 12+ month contract in Charlotte, NC; background and drug screen required.

Lead and manage the City of Charlotte PeopleSoft upgrade and related tools projects. Drive planning, execution, stakeholder communication, and testing. Ensure PeopleSoft HR requirements met, coordinate project resources, and deliver upgrade from PeopleSoft 9.0 to 9.1 (9.1->9.2 preferred). Must meet hiring checks.

Design, develop, configure, test, and maintain Oracle Utilities Billing Expert (Lodestar) based billing systems. Deliver end-to-end lifecycle work from analysis and design through implementation, QA/testing, delivery, and ongoing maintenance. Apply Lodestar product knowledge and related methodologies and tools.

Design, build, and automate production SAS environments on SAS Grid. Develop and deliver production reports and data pipelines using SAS, Teradata, and SQL Server. Maintain process documentation (QA/QC, runbooks, metadata), perform root-cause analysis, and coordinate with business partners. Strong communication and leadership required; must meet certification and background/drug-screen requirements.

Provide technical PeopleSoft HCM support: install, upgrade, patch, and maintain PeopleSoft HRMS. Develop, test, and document inbound/outbound Benefits interfaces (SQR/Application Engine), use PeopleCode, Integration Broker, XML Publisher, Change Assistant, and Data Mover. Extract data for ACA reporting, troubleshoot, and work independently in Oracle/Linux or Oracle/Windows environments. Must pass background and drug screen.

Support creation of training materials and courseware through graphic design and content development. Collaborate with learning & development, platform leads, and SMEs to develop instructional materials and integrated training content.

Support instructional design and content development for learning programs using LMS and authoring tools. Assist with testing, editing for accessibility, video production, storyboards, and course coordination. Collaborate with project managers to meet schedules and handle logistics for training delivery.

Design, develop, and configure Oracle Utilities Billing Expert (Lodestar) software systems across the SDLC. Provide technical expertise in Lodestar technologies, applications, methodologies, processes and tools to support client projects and deliveries.

Perform KYC research on customer files using third-party tools, document and validate findings, update customer information, report daily to Team Lead, and coordinate with bankers.
