Job Description
BAE Systems is looking for an experienced Transformation/Process Improvement SME who will be responsible for the delivery of transformation services and process improvement to improve the IT posture of United States Army Corps of Engineers (USACE) from its current state to a modern ITIL/ITSM-supported service delivery model. The Transformation/Process Improvement SME will lead the development of modern service offerings and process improvements, including, but not limited to, the development of cloud environments, SaaS, Device-as-a-Service, and automation. The Transformation/Process Improvement SME will review current process and recommend improvements to provide additional benefits to USACE OCIO G6.
The Transformation/Process Improvement SME will be responsible for developing the core technical platform, capabilities, and services that support business processes and data including mapping the relationships between IT platform/infrastructure components (i.e., Technology End Users, IT Systems Software & Hardware, and Info-Communications Transmission Networks); identifying the key technology interactions and dependencies across systems/platforms impacting the organization's ability to achieve integration, compatibility, and performance targets; evaluating total cost of ownership and return on investment of various IT platform/infrastructure alternatives.
This may include the design and development of cloud solutions, as well as managing the divesture of current infrastructure and applications as they are replaced by cloud solutions. Additionally, the Transformation SME will recommend metrics to the Government for review to support the continual improvement of TO performance.
The role will leverage Information Technology Infrastructure Library (ITIL) best practices for IT Service Management (ITSM) that focuses on solutions that have an integrated, enterprise-wide focus to deliver shared IT services that align USACE OCIO/G-6 services with the needs of its customers and end users.
The supported program provides enterprise IT services for USACE, including program management, IT infrastructure and shared services, general IT, cybersecurity services, engineering design, telecommunications services, emergency response, transformation, and surge/special projects capability and support.
This position is located on-site at the Government Accountability Office (GAO) Building in Washington, D.C..
Required Education, Experience, & Skills

  • AWS Certified Solutions Architect, Cisco Certified Network Associate (CCNA)/ Cisco Certified Network Professional (CCNP) or Microsoft Certified Solutions Expert (MSCE) or similar commercial cloud platform or infrastructure certification.
  • Five years of experience leading cloud migration and divestitures.
  • Five years of experience leading transformation projects in the Federal environment.
  • Five years of experience leading organizational change resulting in improved performance outcomes.
  • Bachelor's degree with 10+ years of experience


Preferred Education, Experience, & Skills

  • Possesses a current DoD 8570 IAM level I Certification (or equivalent under DoDM 8140.03).
  • ITIL® V3 Practitioner or ITIL® V4 equivalent


Pay Information
Full-Time Salary Range: $140690 - $239140
Please note: This range is based on our market pay structures. However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
