The Training Program Manager will build, implement, and maintain the I-77 EMP training program. Additionally, they will perform and facilitate employee training and collaborate across departments to ensure compliance and operational excellence.

Compliance & Accreditation
Evaluate and maintain compliance with regulatory and contractual training requirements (onboarding and refresher trainings).
Vet third-party vendors for accreditation in safety, compliance, and operational training.
Handle procurement for all third-party and Train-the-Trainer certification courses.
Manage the I-77 EMP Train-the-Trainer internal program.
Learning Management System (KPA) Administration
Maintain training records in KPA, including onboarding new hires and verifying completion of training and competency assessments.
Configure KPA to automate training assignments and schedules (role-based course requirements, alerts for continuing education).
Load all OJT and external training into KPA to ensure comprehensive tracking of both e-learning and in-person offerings.
Provide training records to the applicable stakeholders upon request.
Training Logistics & Budget
Collaborate with departmental training supervisors to schedule mandatory training with minimal disruption to highway operations.
Manage the training budget, ensuring cost-effective initiatives that deliver value to I-77 EMP.
Content Development & Evaluation
Identify gaps in training materials and recommend and make the necessary improvements.
Deliver training to employees.
Develop employee orientation program based on job title and compliance requirements.
Assist in building and evaluating training materials, including pre-built e-learning content.
Collaborate with Training Program Managers (TPMs) from other concessions to streamline training efforts where possible.
Evaluation of training effectiveness using KPIs, surveys and performance metrics.
Qualifications: (Knowledge Skills & Abilities):
OSHA 500 certified or other training certification preferred.
Familiarity with modern and traditional training methods, training evaluation methodologies, and OSHA, DOT, EPA training requirements preferred.
Master’s degree in business, education, or related field and 3 years of training management experience, OR
Education & Experience:
Bachelor’s degree with 5 years of training management experience, OR
Associate’s degree with 7+ years of training management experience at a minimum.

Work Environment & Physical Demands:
The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
This position is expected to work Monday through Thursday 8:30 AM to 5:30 PM and Fridays from 8:30 AM to 2:00 PM, with the flexibility to occasionally work evenings.
Most work will be conducted in an office environment with a controlled climate, involving standard office equipment and tasks, and requires a professional demeanor and effective communication with colleagues.
NOTE: There will be occasions where this position will be exposed to either heat or cold environments when conducting training outdoors with operations teams.
Ability to sit for extended periods and use a computer, including repetitive hand and wrist movements.
Proficiency in handling office equipment and moving around the office.
Good visual acuity for reading screens and documents.
Ability to lift and carry up to 15 pounds and push or pull loads of up to 20 pounds; physical fitness and stamina are essential.
Ability to stand for long periods of time.
