About the Role

We’re seeking a detail-oriented and technically savvy freelance proposal writer to support a growing civil and environmental engineering firm. This writer will own the development of complex technical proposals (20–80 pages), collaborating closely with subject matter experts (SMEs) to create winning submissions for government and private-sector projects.

Scope and Duration:

10hrs/week
1 year contract with potential to expand
Key Responsibilities
  • Write, edit, and format technical proposals, also referred to as "Statements of Qualifications"
  • Collaborate directly with engineers, scientists, company leadership, and other stakeholders to gather content and insights
  • Customize and refine existing proposal materials to match the RFP scope and tone
  • Organize resumes, past project summaries, and technical approaches into polished, client-ready documents
  • Manage updates to templates, ensuring content reflects current capabilities and past performance
  • Deliver documents that are accurate, persuasive, and aligned with the firm’s voice and strategy
  • Manage proposal assets including text, graphics, cover pages etc
  • (Optional future scope) Help improve proposal formatting by transitioning key elements from Microsoft Word to Adobe InDesign, and support the design of infographics or process visuals
Qualifications
  • 3–5+ years of proposal writing experience, preferably within AE (architecture, engineering), environmental science, management consulting or technical industries
  • Ability to synthesize technical information into clear, compelling content
  • Familiarity with the RFP/RFQ process and understanding of proposal lifecycle
  • Exceptional attention to detail; ability to manage and organize large documents
  • Strong interviewing skills and comfort working with technical stakeholders (e.g., engineers, SMEs)
  • Fluent in Microsoft Word; bonus if familiar with InDesign or graphic tools
  • Ability to manage deadlines and pivot as proposal opportunities arise
Preferred But Not Required
  • Certification from SMPS (Society for Marketing Professional Services) or similar
  • Background in civil, sustainable, or infrastructure engineering environments
  • Experience developing proposals for public works, utilities, transportation, or infrastructure projects
