This role has a hybrid work schedule (2 days per week in the office) and we will only consider candidates based in Portsmouth, NH and Boston, MA.
Job introduction:
Global Talent Technology is hiring a Technical Program Manager to support a multiyear program that reimagines Liberty Mutual's global career framework (functionality including HCM, data distribution, job architecture, compensation and skills). This role will work in partnership with technology & business leaders on the effective program management of Career Framework Program partnering closely with program leads across Talent technology, business partners, delivery teams and market partners across Corporate, GRS, LMI and USRM.
About the job:

  • The Career Framework Technical Program Manager (TPM) will be responsible for refining and implementing the delivery rigor for Career Framework.
  • Collaborate with Technology leadership, Talent business owners and Product Owners to define program requirements, set priorities and establish scope which includes defining the roadmap and long-term strategy of the teams that you are partnering with.
  • Partner with cross functional teams, including vendors/partners to drive technical analysis, design, development, testing, implementation and post implementation phases.
  • Build and align program teams to efficiently deliver shared goals through delivery rigor including a common agile release cadence, ensure consistent approaches to backlog refinement, story pointing, committed vs. completed.
  • Manage cross functional dependencies, risks and changes effectively by optimizing scope, schedule and resources accordingly.
  • Develop and own communication plans to effectively and proactively communicate program status, issues and risks to key stakeholders leveraging enterprise tools like Jira and Shibumi.
  • Define and track key milestones, delivery metrics and KPIs and drive cross functional execution of program deliverables.
  • Proactively identify and analyze complex, long-term, critical software and infrastructure problems with Technology architects and leaders.
  • Drive internal and external process improvements across multiple teams through automation, leveraging GenAI and sharing across flagship programs.
  • Influence product decisions to align with Strategic Tech Priorities.


Technical Program Managers (TPMs) drive the development and implementation process of programs, products, and services. TPMs typically apply their background in software engineering and technology to provide cross-functional leadership to build alignment for efforts such as product architecture and solutions to complex technical needs. Providing tools and approaches to de-risk the delivery of the program by applying best-in-class program management practices.
Qualifications

  • Proven track record of successful program management of large, complex technical programs or products from inception to implementation including managing scope, schedule, budget, quality, along with risk and critical path management.
  • Strong problem-solving skills and the ability to navigate ambiguity and drive consensus.
  • Experience managing projects across cross functional teams, building sustainable processes and coordinating release schedules.
  • Experience of gathering technical use cases, requirements and defining large scale program scope.
  • Experience operating independently across multiple teams, business units & global regions.
  • Experience working with technical leadership to develop systems, solutions, and products.
  • Organizational, coordination and multi-tasking experience to drive multi-million dollar businesses and reporting to senior leadership.
  • Analytical and problem-solving experience with large-scale programs, demonstrated critical thinking, and thought leadership.
