INTECON is seeking an experienced Supervising Analyst to support the Medicaid and CHIP Payment and Access Commission (MACPAC) under an upcoming IDIQ contract. This leadership role involves overseeing complex policy and data analyses, guiding multidisciplinary teams, and ensuring the delivery of timely, actionable insights to support MACPAC’s mission. The ideal candidate will combine deep subject matter expertise in Medicaid and CHIP with a strong track record of managing research teams and producing high-quality deliverables for federal stakeholders.
Key Responsibilities:- Provide strategic oversight and technical leadership for analytic and policy research projects supporting MACPAC task orders.
- Manage cross-functional teams of analysts, programmers, and researchers, ensuring high performance and staff development.
- Lead the development of project work plans, methodological approaches, and quality assurance protocols.
- Guide the design and execution of quantitative and qualitative analyses, including survey research, claims data analysis, and policy modeling.
- Serve as a senior contributor to the development of reports, issue briefs, and presentations tailored for Congressional and federal audiences.
- Engage with MACPAC staff and external stakeholders to refine project scopes and ensure policy relevance and impact.
- Maintain rigorous documentation and quality control standards for all research outputs.
- Minimum of 10 years of professional experience in health policy research, data analysis, or program evaluation, with at least 5 years in a supervisory or team leadership role.
- Advanced degree (Master’s or PhD) in public policy, public health, economics, statistics, or a related field.
- Demonstrated expertise in Medicaid, CHIP, or related public health programs.
- Proficiency in one or more of the following areas:
- Data analysis using SAS, Stata, R, or Python
- Survey design and methodology
- Policy modeling or simulation
- Qualitative research methods.
- Proven ability to communicate complex findings to technical and non-technical audiences.
- Strong organizational and project management skills in a fast-paced, client-driven environment.
- Experience supporting MACPAC or similar federal agencies in a contractor or consulting role.
- Familiarity with Medicaid data sources, such as T-MSIS, MSIS, or CMS administrative files.
- Experience working under an IDIQ contract or managing task order-based work.
- Contribution to published government reports, policy briefings, or Congressional testimony.
- Ability to obtain and maintain a Public Trust clearance.
