Position Summary
Element is seeking a Sr. Full Stack Developer to support a state government AI modernization initiative. This role will be instrumental in designing, developing, and maintaining secure, scalable, and data-driven applications that leverage artificial intelligence and machine learning to improve public services and operational efficiency. The ideal candidate has a strong background in modern web frameworks, cloud environments, and data-centric development, as well as experience collaborating in Agile teams on government technology projects.
Key Responsibilities
- Lead the end-to-end design, development, testing, and deployment of full stack web applications for state-level AI and data systems.
 - Work closely with data scientists, AI engineers, and business analysts to integrate AI models into production environments.
 - Architect, build, and maintain APIs and microservices to support secure data exchange and model deployment.
 - Develop responsive and accessible front-end interfaces using modern frameworks (e.g., React, Angular, or Vue).
 - Optimize application performance, scalability, and reliability in compliance with state IT security and accessibility standards.
 - Participate in Agile development processes, including sprint planning, code reviews, and DevSecOps practices.
 - Collaborate with state IT teams to ensure compliance with data governance, privacy, and interoperability requirements.
 - Mentor junior developers and contribute to technical documentation and best practices.I
 - Implement accessible, multilingual, and WCAG 2.1 Level AA-compliant user interfaces to ensure inclusive access for diverse user groups across the Commonwealth.
 - Develop and maintain metadata-driven components that enhance FAIR data practices—enabling datasets and AI models to be Findable, Accessible, Interoperable, and Reusable across systems.
 - Build and maintain sandbox and staging environments supporting iterative testing, accessibility validation, and phased rollout of new features prior to production deployment.
 - Embed secure coding standards and Zero Trust principles into every layer of application development, ensuring compliance with NIST SP 800-53, StateRAMP, and applicable state cybersecurity policies.
 - Integrate synthetic data workflows and privacy-preserving methods to enable safe AI testing and model validation without exposing sensitive information.
 - Contribute to performance and compliance dashboards that track defect resolution rate, accessibility compliance, and user adoption metrics across releases.
 - Collaborate with governance, data, and security leads to ensure every deployment aligns with AI ethics, transparency, and state governance frameworks.
 
Minimum Qualifications
- Bachelor’s degree in Computer Science, Software Engineering, or related field (or equivalent experience).
 - 8+ years of experience as a full stack developer with strong proficiency in both front-end and back-end technologies.
 - Expert knowledge of JavaScript/TypeScript, Python, Java, or .NET (depending on tech stack).
 - Proven experience with front-end frameworks such as React, Angular, or Vue.js.
 - Strong back-end experience with Node.js, Spring Boot, Flask, or similar frameworks.
 - Experience designing and consuming RESTful and GraphQL APIs.
 - Proficiency with SQL and NoSQL databases (PostgreSQL, MongoDB, etc.).
 - Experience in cloud environments (AWS, Azure, or GCP) and containerization (Docker, Kubernetes).
 - Understanding of CI/CD pipelines, Git, and DevOps tools.
 - Familiarity with integrating AI/ML models into applications (preferred).Knowledge of security best practices for government systems and compliance frameworks (FedRAMP, NIST, etc.).
 - Demonstrated experience developing applications compliant with Section 508 and WCAG 2.1 accessibility standards.
 - Familiarity with FAIR data principles and metadata standards that support discoverability and interoperability across government systems.
 - Proven experience delivering full-stack applications in sandbox or phased rollout environments for regulated or public-sector programs.
 - Excellent problem-solving, communication, and collaboration skills.
 - US Citizenship or Permanent Residency required.
 - Must reside in the Continental US.
 - Depending on the government agency, specific requirements may include public trust background check or security clearance.
 
Preferred Qualifications
- Master’s degree in Computer Science, Data Engineering, or related field.
 - Prior experience working on state or federal government contracts.
 - Hands-on experience deploying machine learning models or data pipelines.
 - Familiarity with data visualization and business intelligence tools.
 - Experience working in Agile/Scrum environments.
 - Experience integrating multilingual frameworks, content localization, or internationalization (i18n) features into enterprise applications.
 - Knowledge of ethical AI design, transparency in user interfaces, and responsible AI interaction patterns.
 - Experience contributing to DevSecOps pipelines with automated accessibility, performance, and compliance testing integrated into CI/CD workflows.
