DecisionPoint Corporation is seeking an experienced Software Product Management Lead to drive the vision, strategy, modernization, and delivery of the Military OneSource public-facing website and its WordPress-based digital experience under the MODES III program. This leader will translate the needs of Service Members, military families, government stakeholders, content teams, and program partners into secure, accessible, user-centered product capabilities.

The ideal candidate combines strong Agile product leadership with practical knowledge of WordPress, web content platforms, custom software development, cloud-native services, low-code/no-code solutions, and responsible use of AI-assisted and AI-generated applications.

This position is fully remote. 

Duties & Responsibilities

Product Vision, Strategy, and Roadmap

  • Define and execute the product vision, strategy, outcomes, and roadmap for the Military OneSource website and supporting digital services.
  • Align product priorities with mission objectives, customer needs, contract requirements, technical feasibility, security, accessibility, and available resources.
  • Establish measurable product goals and use analytics, user feedback, service data, and operational insights to guide investment and continuous improvement.

Stakeholder and User Leadership

  • Collaborate with government product owners, program leadership, communications and content teams, users, business analysts, UX designers, architects, cybersecurity personnel, developers, testers, and operations teams.
  • Translate mission needs and policy objectives into product requirements, epics, features, user stories, acceptance criteria, and release objectives.
  • Facilitate product discovery, roadmap reviews, demonstrations, governance discussions, and executive-level decision briefings.
  • Champion human-centered design and the needs of military Service Members and families across the product lifecycle.

WordPress and Digital Experience Leadership

  • Lead modernization, sustainment, and enhancement of a large-scale WordPress website, including content publishing, search, forms, integrations, themes, plugins, and reusable components.
  • Guide decisions involving WordPress core capabilities, Gutenberg/block editing, custom themes and plugins, headless or decoupled patterns, content APIs, and integration with enterprise services.
  • Partner with content owners to improve information architecture, content governance, findability, usability, performance, and publishing workflows.
  • Ensure digital experiences are responsive, reliable, accessible, and consistent across devices and browsers.

Agile Product Delivery and Release Management

  • Own and prioritize the product backlog and ensure work is ready for planning, refinement, development, testing, release, and acceptance.
  • Lead product planning, sprint and increment objectives, release sequencing, dependency management, risk resolution, and stakeholder communications.
  • Balance new features, modernization, technical debt, defect remediation, cybersecurity findings, content needs, and operational support.
  • Validate delivered capabilities against acceptance criteria and mission outcomes, and coordinate user acceptance activities with government stakeholders.

Technology Modernization and Innovation

  • Guide cross-functional teams delivering solutions using PHP, Python, Java, JavaScript/TypeScript, HTML5, CSS3, SQL, and related modern web technologies.
  • Evaluate when to use WordPress configuration, custom development, low-code/no-code platforms, AI-assisted or AI-generated applications, APIs, microservices, and cloud-native services.
  • Promote modular, maintainable, API-enabled solutions that reduce vendor lock-in and support future technology transitions.
  • Coordinate with architects and engineering leads on cloud hosting, containers, serverless services, managed databases, content delivery, observability, resilience, and integration patterns.

Cybersecurity, Accessibility, Quality, and Operations

  • Integrate secure software development, privacy, records management, Section 508 accessibility, performance, availability, and operational support into product decisions and acceptance criteria.
  • Coordinate product priorities supporting RMF, NIST SP 800-53 controls, Zero Trust principles, vulnerability remediation, privacy requirements, and Authority to Operate activities.
  • Apply ITIL practices to incident, problem, change, release, service request, and continual improvement activities affecting the product.
  • Ensure documentation, training, knowledge transfer, release notes, and operational readiness are completed for product changes.
Qualifications

Clearance Requirement

  • Must hold an active Secret clearance supported by a Tier 3 background investigation.

Education (Required)

  • Bachelor's degree in Information Technology, Computer Science, Software Engineering, Information Systems, Business, Product Management, or a related discipline. Equivalent relevant experience may be considered when permitted by contract requirements.

Experience (Required)

  • Minimum 8 years of experience in software product management, product ownership, digital product delivery, or technology leadership.
  • Experience leading product vision, roadmaps, feature strategies, backlogs, releases, and user-focused requirements for enterprise web applications or digital services.
  • Demonstrated experience leading Agile, cross-functional product teams in complex federal, DoD, public-sector, healthcare, human services, or similarly regulated environments.
  • Experience managing or modernizing public-facing websites, content management systems, or high-volume digital service platforms.
  • Experience collaborating with government stakeholders and translating mission and policy needs into actionable software outcomes.

Technical Knowledge (Required)

  • Strong functional and technical understanding of WordPress, including content management, themes, plugins, Gutenberg/block editing, integrations, APIs, publishing workflows, and platform sustainment.
  • Working knowledge of PHP, JavaScript/TypeScript, HTML5, CSS3, SQL, RESTful APIs, and relational databases such as MySQL or MariaDB.
  • Working knowledge of Python and Java, including how these technologies may support integrations, automation, data processing, services, and custom applications adjacent to WordPress.
  • Experience working with low-code/no-code application development platforms; experience with OutSystems, Microsoft Power Platform, Appian, Mendix, or similar platforms is desirable.
  • Understanding of AI-assisted development and AI-generated applications, including product governance, human review, data protection, testing, security, accessibility, and lifecycle considerations.
  • Familiarity with cloud-native services and architectures, including APIs, microservices, containers, serverless computing, managed databases, content delivery networks, observability, and CI/CD.
  • Strong understanding of Agile delivery, backlog management, sprint planning, release management, and end-to-end software development lifecycles.
  • Understanding of secure software design, DevSecOps, federal cybersecurity expectations, privacy, and Section 508 accessibility.
  • Working knowledge of ITIL practices supporting digital product operations.

Technical Knowledge (Preferred)

  • Experience with modern or complementary web frameworks and platforms such as React, Next.js, Vue.js, Angular, Node.js, Laravel, Drupal, or other PHP-based content management solutions.
  • Experience with headless WordPress, decoupled content architectures, WordPress REST API or GraphQL, WP-CLI, custom plugin development, and enterprise search.
  • Familiarity with AWS GovCloud, Microsoft Azure Government, cloud-native architectures, enterprise service integrations, and regulated IL4/IL5 environments.
  • Experience using Jira, Confluence, Azure DevOps, GitHub, GitLab, or similar product and engineering collaboration tools.
  • Experience applying human-centered design, usability research, web analytics, A/B testing, content strategy, and product performance measurement.
  • Experience supporting multilingual, high-availability, high-traffic, or public-sector digital services.

Certifications

  • Required: ITIL 4 Foundation.
  • Required: Certified Scrum Product Owner (CSPO) or comparable product owner certification.
  • Required: Security + or equivalent
  • Preferred: PMI Agile Certified Practitioner (PMI-ACP), Project Management Professional (PMP), SAFe Product Owner/Product Manager, or additional product management certifications.
  • Preferred: WordPress, Cloud, Agile, accessibility, cybersecurity, or low-code platform certifications.
