SMX is seeking a Sr Subcontract Administrator needed for dynamic newly awarded government contract. The Senior Subcontract Administrator will compile, award, and execute subcontracts within policy guidelines in a dynamic contractual environment. The Senior Subcontract Administrator will work either independently or with a team of subcontract administrators on larger programs.
Duties and Responsibilities:
- Prepares Requests for Proposals to include statements of work, terms and conditions, flow-down terms and conditions, bid or performance evaluation factors, and other measures incorporated into the Requests for Proposal as may be appropriate.
- Communicate with internal stakeholders about procurement requirements.
- Serves as the focal point to receive and review subcontractor proposals and obtains input from technical staff and other functional stakeholders for evaluation purposes.
- Consults with SMX technical staff to resolve conflicting matters between SMX and the potential subcontractor.
- Consults SMX representatives with legal, technical, financial, and managerial interests impacting subcontract award and execution.
- Ensures the receipt, accuracy and timeliness of subcontractor submittals relating to subcontract deliverables and monitors performance relative to timeliness, cost considerations, and technical objectives.
- Reviews of non-competitive justifications for sufficiency.
- Prepares price analyses mainly using techniques other than adequate price competition.
- Negotiate terms and price with subcontractors.
- Prepares procurement files compliant with SMX procedures.
- Performs subcontract closeouts upon end of subcontract performance.
- Coordinates subcontracting activities with various internal and external sources.
- May review files of peers for compliance with SMX procedures.
Required Education and Experience:
- Bachelor's degree in related discipline plus 5 or more years of directly related experience in a Federal Government contracting environment. In some cases, educational requirements may be adjusted or waived for additional years of applicable work experience.
- Experience working in an approved purchasing system (CPSR) environment.
- Experience working with cross-functional teams in a collaborative environment.
- Working knowledge of Federal Acquisition Regulations (FAR).
- Proficient with MS Word and Excel; Costpoint experience a plus.
- Familiarity with a variety of award types: IDIQ agreements, FFP, T&M/LH, CPXX.
- Experience with APEXes (previously FEDSIM) prime contracts a plus.
Desired Skills/Experience
- Experience with AAS (previously FEDSIM) prime contracts a plus

The proposed salary for this position is:
$75,000—$101,000 USD
