Job Description
BAE Systems Combat Mission Systems (CMS) is seeking a Sr. Proposal Manager responsible for the management of activities and staff associated with the development of sole-source proposals in response to Government solicitations for follow-on production contracts. As a Sr. Proposal Manager, you will operate independently to develop proposal schedules and provide leadership and direction to cross-functional teams assigned to work proposal efforts; ensure proposal response meets quality standards and is completed on schedule. You will also manage a team of Proposal Analysts to grow and develop their skills in support of sole-source proposal activities.
Additional compliance to BAE System's LCM phases 0 - 1B is required, including developing integrated proposal schedules with phase reviews, bid status reviews, and technical bid approval.
Responsibilities & Objectives

  • Work with Proposal teams to develop materials including but not limited to proposal outline, compliance matrix, cost proposal management plan, schedules, Basis of Estimates, Program Actuals, and proposal exhibits.
  • Provide support for the review of functional Basis of Estimates
  • Support Proposal Peer Review Process to ensure quality and completeness of proposal submission documents. Review proposal sections developed by members of proposal teams providing guidance and recommendations and editing sections as appropriate.
  • Participate in Proposal Negotiations Preparation as assigned.
  • Provide training, direction and guidance to proposal team and proposal analysts on all aspects of sole-source proposal development
  • Review and analyze solicitation and related documents ensuring final proposal product is compliant and delivered on schedule.
  • Interfaces with Business Development, Capture Management, Pricing & Estimating, Engineering, Program Management, Program Finance, Manufacturing, Contracts, Security, Supply Chain, and other stakeholders for proposal related activities and to communicate proposal scope of work
  • Manage and mentor geographically dispersed Proposal Analysts by teaching them sound proposal management techniques and ensuring they adhere to CMS processes and procedures.


Required Education, Experience, & Skills

  • Bachelors degree and a minimum 10 years proposal related leadership experience in Department of Defense (DoD)
  • Sole Source Proposal experience
  • Microsoft Office advanced skills; Excel, Word, and Project specifically
  • SharePoint experience
  • Excellent communication (verbal and written) and organizational skills
  • Ability to work in fast-paced environment
  • Ability and willingness to accommodate up to, but not to exceed, 25% travel based on business requirements

Pay Information
Full-Time Salary Range: $120000 - $204000
Please note: This range is based on our market pay structures. However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
