Job Discription:

We're seeking a Product Analyst with expertise in eliciting and documenting requirements as user stories and working with the development team to build the products. This role is part of a collaborative and agile team that supports and builds modern, usable, and responsive applications for mission-critical health IT solutions. 

The candidate will serve as the Product Analyst/Scrum Master for a development team responsible for executing risk adjustment model runs at the Centers for Medicare & Medicaid. The individual will facilitate Agile ceremonies within the Agile Release Train (SAFe) while coordinating the backlog and requirements, working alongside a Lead Business Analyst and Product Manager. 

Minimum Qualifications 

  • Ability to successfully obtain a U.S. Federal Position of Trust clearance designation.   
  • Must reside in and be able to perform work in the United States.   
  • Must have lived in the United States for 3 of the last 5 years.  
  • Bachelor's degree and 7+ years of relevant experience (e.g., product/business analyst and Scrum Master on federal or healthcare IT programs). 
  • Experience with the Scaled Agile Framework (SAFe). 
  • Certified Professional Scrum Master (PSM I) or CSM; SAFe certification (e.g., SAFe Scrum Master / SAFe Practitioner, SAFe POPM) strongly preferred. 
  • Demonstrated experience facilitating Agile ceremonies  
  • Hands-on proficiency with Jira, Confluence, and TestRail for backlog management, traceability, and Agile artifacts. 
  • Experience translating requirements into an epic → feature → user story → subtask hierarchy with BDD/Gherkin acceptance criteria and working with the client to apply prioritization. 
  • Demonstrated ability to exercise creative and critical thinking to identify and evaluate alternatives toward arriving at decisions with stakeholders.  
  • Excellent oral and written communication skills and ability to document complex problems in a simple & intuitive manner that others can understand.  

 Preferred / Desired Qualifications 

  • CMS or Medicare Advantage / Part D risk adjustment domain knowledge; familiarity with encounter data. 
  • Experience supporting data-processing or model-execution teams (Python-based pipelines, data engineering) in a cloud (AWS) environment. 
  • Familiarity with federal software governance, change control, and Definitions of Ready/Done. 

 Key Responsibilities 

  • Facilitate all Agile ceremonies for the scrum team and remove impediments to sprint execution. 
  • Own and maintain the team backlog in Jira, coordinating with the Product Manager and Key Business Analyst to refine, prioritize, and ready user stories for iteration planning. 
  • Coordinate delivery of the 6–10 annual production run cycles, aligning sprint work to client-directed run schedules, dry runs, and readiness runs. 
  • Track dependencies, risks, and impediments including upstream/downstream data handoffs and escalate as needed. 
  • Ensure work items meet Definitions of Ready and Done, with BDD/Gherkin acceptance criteria and full traceability across Jira/Confluence/TestRail. 
  • Support change control board governance, software development stage gates, and program increment boundary transitions by preparing required Agile artifacts. 
  • Provide sprint metrics, capacity/load reporting, and status to the Product Manager and CMS stakeholders; contribute to weekly/monthly deliverable packages. 
  • Support Program Increment planning (draft/final objectives, capacity, dependencies, risks) and participate in Inspect & Adapt.
