This is a remote position.

The Senior Metadata Ingestion Analyst will support the Health and Human Services Commission (HHSC) on the Performance Management & Analytics System (PMAS) / Enterprise Information Management (EIM) project. This role serves as a critical liaison between technical IT staff and non-technical program personnel across Health and Human Services departments and agencies. The analyst will lead metadata acquisition, enrichment, and governance activities to support agency reporting and strategic decision-making. Work is performed within an agile development framework and contributes directly to the continued growth of the EIM system. The ideal candidate brings deep expertise in data analysis, SQL, and metadata management, along with the ability to communicate complex technical concepts to non-technical audiences, including in the emerging context of AI.


Responsibilities

  • Serve as the primary liaison between EIM cataloging and lineage systems and source systems in IT, working with program areas, project sponsors, and subject matter experts.
  • Automate the regular collection and updates of agency metadata for high-value data assets.
  • Extract, integrate, and analyze metadata from multiple complex internal and external sources to support HHS program needs.
  • Collaborate with end-users, performance analysts, and IT leadership to create visualizations that reflect enrichment progress and support official reporting.
  • Provide subject matter expertise on validating AI-generated output, with particular focus on identifying and mitigating hallucinations.
  • Develop and conduct training sessions to champion data glossary literacy across the organization for non-technical staff.
  • Create comprehensive documentation and tutorials on using glossary tools for data synthesis.
  • Develop and refine effective AI prompts and query strategies to retrieve and synthesize metadata accurately from complex data domains.
  • Build a library of standardized prompts and query templates to address common reporting needs.
  • Collaborate with data engineering, IT, and program teams to troubleshoot metadata-related issues and address inconsistencies.

Requirements

Minimum Qualifications

  • 8 years of experience gathering business requirements and translating complex metadata acquisitions and operational requirements into clear, actionable access paths for data glossaries in complex analytics environments.
  • 8 years of experience explaining technical findings and data limitations in simple, non-technical language to end-users and leadership.
  • 8 years of experience in a complex data analysis, senior business/systems analyst, or data liaison role.
  • 8 years of strong experience with SQL for data extraction, manipulation, and enrichment.
  • 8 years of experience collaborating with end-users and performance analysts or IT internal leaders to create and validate glossaries for analytics development and business data lineage analysis.
  • Excellent communication, presentation, and interpersonal skills.

Preferred Qualifications

  • 5 years of experience with Business Intelligence and/or Data Warehouse environments.
  • 5 years of experience acting as the primary point of contact for program staff with metadata and glossary needs for analytics projects.
  • 5 years of experience working in a health and human services or similarly regulated environment, with a strong understanding of agency metadata requirements.
  • 5 years of experience applying data governance and data quality principles.
  • 5 years of experience with data glossary tools such as Informatica Enterprise Data Catalog (EDC) and Axon Data Governance.
  • 2 years of experience championing data literacy across an organization.
  • 2 years of experience training and mentoring staff with varying levels of data literacy.
  • 1 year of experience with AI prompt development.

Additional Requirements

  • Candidates may be subject to a criminal background check as authorized under Texas law and in accordance with HHSC policy.
  • Interviews will be conducted in person.
  • Any travel, per diem, parking, and/or living expenses are the responsibility of the candidate.

Work Location and Schedule

Location: 4601 W. Guadalupe, Austin, Texas 78751

Schedule: Monday through Friday, 8:00 AM to 5:00 PM, excluding Texas state holidays.

Work Arrangement: Remote (telework); candidates must be located within the State of Texas.
