Great Hill is seeking a full-time Sr. Financial Analyst, at the Institute of Security Governance (ISG). ISG, located in Monterey, California (CA) remote support, manages and executes institutional capacity-building programs under the direction of the Defense Security Cooperation University (DSCU) and Defense Security Cooperation Agency (DSCA).

High-Level Requirements: The Sr. Financial Analyst will provide support to the Senior Financial Team Lead as a secondary lead to the Finance Support Team. Specifically, this position will provide support in identifying, deploying, tracking and analyzing cost, and related data for both routine and special projects/reports as identified in the contract. This position takes a lead role in managing requirements related to CONUS programming and mobile or OCONUS programming such as mobile education or training teams (MET& MTTs) exercises or advising. The role also includes assisting the Senior Financial Team Lead in day-to-day team leadership, quality control, and various administrative duties, supporting both current and future contracts, and U.S. Department of Defense (DoD) requirements. 

The successful performance of this leadership support role will help maintain accurate, detailed accounting of program funding expenses, development of comprehensive tracking tools and budget allocation. In addition, the employee will monitor ISG program financial resources and will be able to identify funding overages and shortages in meeting program needs. This position supports the development of annual budgets and cost estimates for direct and reimbursable programs and manages financial reporting requests and needs. The employee will support the oversight of monthly reconciliations and will report information to the Senior Financial Team Lead as required.

Roles and Responsibilities include, but are not limited to:

General Financial Support:

  • Monitor program financial resources and identify funding overages and shortages in meeting program needs; Provide support in the development of annual budgets and cost estimates including, but not limited to, Support Agreements, Spend Plans, Independent Government Cost Estimate (IGCE), Budget Requests (BRs), and other applicable supporting documentation.
  • Prepare, track, and upload to include the purchase request, honorarium, and Field Studies Program (FSP) into the financial management system.
  • Apply cost accounting methodologies to the financial management system to report the cost of major activities for management information purposes; track revenues and expenditures and provide monthly, quarterly, and annual reports on status of funds and task-based project work.
  • Monitor the SharePoint (or other) calendaring system on a weekly basis, and coordinate with ISG staff to determine in-country cost needs, financial resources, and financial transactions.
  • Support oversight of procurement, travel, honoraria, and other finance requirements

Program Expense Tracking and Reconciliation:

With over 100 countries and 500 events from education and advising programs, the Sr. Financial Analyst shall utilize the government's financial management system as well as external reports from various vendors (e.g., contract support, Federally Funded Research and Development Corporation, and other government entities), U.S. Embassies worldwide, and other entities to help maintain accurate, detailed accounting of program funding expenses. This may include:

  • Monitoring program costs by countries, number of engagements by country, duration, and line of efforts daily to ensure programs are meeting targets.
  • Communicate, assist, and coordinate daily with stakeholders and the ISG Finance Team on any changes or updates from the events.
  • Track and archive financial/contractual documents that are produced my contractors, U.S. Government personnel, and/or host nation personnel; Support the maintenance of a database that tracks expenses and expenditures per program by country, project line, region, team composition, line of activity and actual amounts expended against individual funding documents. 
  • Provide reports that highlight accounts containing errors; coordinate and reconcile accounts.
  • Conduct cost analysis utilizing Microsoft applications with knowledge in utilizing pivot tables and functions to develop a trend of analysis report for ISG leadership to make business decisions through historical, current, and projected data.
  • Support the development of products, analysis, and reporting in support of regular DSCA-required financial and budget cycle activities, to include monthly plans, budget submissions, etc.
  • Assist in the development of an annual Monthly Operating Plan that is submitted at the beginning of each fiscal year, and assist and coordinate the development of Budget Estimate Submission and prepare documentation and data.

Day-to-day Team Leadership Support:

The Sr. Financial Analyst will provide support to the Senior Financial Team Lead in overseeing the day-to-day team leadership and management requirements to include, but not limited to:

  • Assist in the oversight of activities within the finance support team; tracking team tasks, developing tracking tools, accountability, time off requests, and monthly/quarterly reports.
  • Supporting the distribution of information to team members and stakeholders; answering technical questions about team projects and tasks.
  • Facilitate the completion of employee onboarding, performance evaluations, coaching, and conflict management, as directed by the Project Manager and Senior Financial Team Lead. 

Basic Qualifications:

  • Minimum of two (2) years of experience with government accounting operations, policies, procedures, and systems as well as experience with Planning, Programming, Budget, and Execution (PPBE) budget cycle activities general knowledge of fiscal law, and DoD appropriations.
  • Bachelor's degree in field related to finance, business, or related discipline from an accredited college/university.
  • Current Secret Security clearance or ability to attain a DoD Secret Security Clearance or interim prior to start.
  • Experience in Finance and Accounting Compliance Procedures, Developing and Implementing tools to track revenue and expenditures, forecasting budgets for events and programs and familiar with the Defense Agencies Initiative (DAI) system or similar system

Desired Skills:

  • Familiar with the Defense Agencies Initiative (DAI) accounting system and/or similar systems preferred
  • Financial literacy with ability to decipher complex funding and financial questions 
  • Familiar with government financial management practices
  • Knowledge of US Title 10 (armed forces) and Title 22 (foreign relations and intercourse)/foreign military sales (FMS) cases to include the following authorities: 10 U.S. Code 333, 10 U.S. Code 332 
  • Strong organization, analytical, and time management skills
  • Critical thinker with outstanding problem-solving skills
  • Self-starter who takes initiative on projects, as assigned
  • Ability to lead teams and manage conflict
  • Works well both in teams and independently, often without direct oversight 
  • Collaborative and interpretive communication style with the ability to work with varying personalities  
  • Ability to remain positive and forward thinking in agile work environment    
  • Knowledge and ability to operate the following: Windows based programs, to include Office 365, e.g., Microsoft (MS) Word, Advanced Excel (e.g., pivot tables), and PowerPoint (PPT)
