We are seeking a Senior Business Systems Analyst (Sr. BSA) to support business and technology initiatives within a US Healthcare Payer environment. This role partners with business stakeholders, product owners, and technology teams to elicit, analyze, document, and validate business and system requirements, ensuring high quality, secure, and compliant solutions.

- Business & Systems Analysis:
- Support the gathering, analysis, and documentation of business and system requirements, including functional and non functional requirements
- Collaborate with stakeholders to understand and clarify business and technology problems, ensuring shared understanding of objectives and constraints
- Translate business needs into clear, actionable requirements (user stories, use cases, process flows, or requirement specifications)
- Contribute to the identification and prioritization of solutions through structured analysis and stakeholder discussions
- Solution Design & Delivery:
- Participate actively in the adopted software development methodology (Agile/Scrum or similar)
- Support solution design within a single business or digital channel, ensuring alignment with enterprise standards
- Partner with product, engineering, and QA teams to ensure end to end solution quality
- Apply a solid understanding of testing methodologies to support test planning, test case review, and defect triage
- Healthcare Domain & Regulatory Awareness:
- Demonstrate foundational business knowledge of the US Healthcare Payer ecosystem
- Understand and incorporate regulatory considerations (e.g., HIPAA, CMS, state/federal requirements) into requirements and solution design
- Maintain awareness of sales, digital experience, and channel-specific workflows as they relate to payer operations
- Data Driven Analysis & Decision Support:
- Gather and analyze facts and data to inform solution decisions and trade offs
- Leverage existing data sources, reports, and documentation to support analysis
- Identify cause-and-effect relationships between known variables, issues, and outcomes
- Use insights to support impact assessments and recommendations
- Security, Risk, and Compliance:
- Identify and apply relevant security standards applicable to assigned work
- Understand security risks and implications when evaluating solution options
- Adhere to established security controls, protocols, and data protection practices
- Quality & Continuous Improvement:
- Adhere to quality control guidelines and best practices throughout the delivery lifecycle
- Consider both internal and external customers when evaluating solution impacts
- Track, identify, and promptly report risks, defects, or issues that may affect solution quality
- Proactively recommend process or solution improvements to enhance quality and efficiency

Required Qualifications:
- 5+ years of experience as a Business Analyst or Business Systems Analyst
- 5+ years of experience with requirements elicitation, documentation, and validation
- 5+ years of experience supporting Agile / Scrum methodologies
- 3+ years of testing concepts and quality assurance practices
- 2+ years of experience with healthcare claims
- Experience working in a US Healthcare Payer environment
- Experience supporting healthcare regulatory and security requirements
- Proven ability to commute to Minneapolis, MN per Optum hybrid requirements
Preferred Qualifications:
- Bachelor's degree in Business, Information Systems, Computer Science, or a related field (or equivalent experience)
- Healthcare certifications or Agile certifications (CSM, SAFe, etc.)
- Experience supporting digital, sales, or member/provider-facing channels
- Exposure to data-driven or analytics-enabled solutions
- Experience collaborating with data science, engineering, or platform teams
- Practical understanding of security and compliance considerations
