Job Description

CSCI is seeking a Senior Oracle EBS Application Developer to be responsible for the design, development, customization, and ongoing maintenance of Oracle E-Business Suite (EBS) applications to meet evolving business needs. This role involves diagnosing and resolving complex technical issues, collaborating with cross-functional teams, and ensuring high-quality delivery throughout the software development lifecycle.

Responsibilities
  • Design, develop, test, and implement software solutions and enhancements within the Oracle EBS 12.x framework, based on business and technical requirements
  • Develop and maintain RICEFW components (Reports, Interfaces, Conversions, Extensions, Forms, and Workflows) to support Oracle EBS functionality
  • Utilize Oracle development tools such as Oracle Forms, Oracle Reports, BI Publisher, Oracle Application Framework (OAF), JDeveloper, TOAD, SQL Developer, and SQL*Loader
  • Write and optimize code using SQL, PL/SQL, and other programming languages including Java (within OAF/EBS), JavaScript, HTML, and web-based APIs (REST, SOAP, JSON)
  • Troubleshoot and resolve technical issues, software bugs, and integration problems within the Oracle EBS environment and related applications
  • Collaborate with Systems Architects to evaluate, integrate, and implement third-party tools or enhancements
  • Partner with Business Analysts and project teams throughout the full Software Development Lifecycle (SDLC), using both Agile and Waterfall methodologies
  • Create and maintain comprehensive technical documentation including design documents (MD50), technical specifications (MD70), test scripts, and deployment documentation (MD120)
  • Mentor and provide technical guidance to junior Oracle EBS developers, promoting knowledge sharing and best practices
  • Identify opportunities for automation and process optimization within the Oracle EBS landscape
  • Stay up to date with emerging technologies, Oracle updates, and development best practices
  • May participate in project planning, task estimation, and management activities for assigned IT initiatives
Minimum Requirements
  • Active DoD security clearance (Secret or higher)
  • Minimum of five (5) years of experience in software development, including building APIs and leveraging low-code/no-code platforms
  • Bachelor's degree in Computer Science, Information Systems, Engineering, Business, or a related discipline
  • Must currently possess or be willing to obtain an active IAT Level II or higher security certification in accordance with DoD 8570 requirements. Acceptable certifications include (but are not limited to):
    • CCNA Security, CySA+, GICSP, GSEC, Security+ CE, CND, SSCP, CASP+ CE, CCNP Security, CISA, CISSP, CISSA, GCED, GCIH, or CCSP
  • Must currently possess or be willing to obtain one of the following Oracle technical certifications:
    • Oracle Cloud Infrastructure (OCI) Foundations 2020 Certified Associate
    • Oracle Certified Associate (OCA)
    • Oracle WebLogic Server 12c Administrator
    • Oracle Enterprise Manager (OEM) 12c Essentials
    • Oracle BI Publisher (BIP) 12c R1: Fundamentals
    • Oracle Planning 202x Certified Implementation Specialist (CIS)
    • Oracle Identity Governance 12c: Essentials 
  • Creativity and adaptability in problem-solving
  • Ability to work with clients to understand their needs
  • Strong organizational and time-management skills
  • Excellent written and verbal communication skills
  • Professional presence
Preferred Skills
  • Ability to work in a team environment, as well as independently
  • Strong customer and vendor relationship skills
  • Demonstrated ability to comply with data standards and policies
  • Motivation to learn new technologies and methodologies that demonstrate value
  • Past experience working with a federal agency
  • Department of Defense experience is a plus!
