INTECON is seeking a highly skilled Senior Analyst to support the Medicaid and CHIP Payment and Access Commission (MACPAC) under an upcoming IDIQ contract. This role is central to advancing MACPAC’s mission through rigorous, policy-relevant analysis of Medicaid and CHIP. The Senior Analyst will lead and contribute to high-impact research projects, synthesize complex data into actionable insights, and collaborate closely with MACPAC staff to inform federal health policy.
Key Responsibilities:- Conduct in-depth policy and data analysis in support of MACPAC’s research priorities, focusing on Medicaid and CHIP program design, financing, access, quality, and outcomes.
- Develop and refine research questions, methodologies, and analytic frameworks tailored to MACPAC’s policy agenda.
- Analyze claims data, survey data, and administrative data to identify trends and assess the impact of policy changes.
- Translate analytical findings into high-quality written deliverables, such as issue briefs, memos, technical reports, and presentations for Congressional and federal agency stakeholders.
- Ensure analytic rigor and quality control across all work products, including peer review and documentation processes.
- Coordinate with MACPAC staff and federal stakeholders to ensure alignment between research outputs and policy needs.
- Minimum of 5 years of professional experience in health policy analysis, with at least 3 years focused on Medicaid, CHIP, or related public health programs.
- Advanced degree (Master’s or PhD) in public policy, public health, economics, health services research, or a related field.
- Demonstrated proficiency in one or more of the following:
- Policy analysis and synthesis of health policy literature
- Statistical analysis using software such as SAS, Stata, R, or Python
- Survey methodology and interpretation
- Qualitative research and stakeholder interviews.
- Proven ability to produce concise, accurate, and policy-relevant deliverables for government or academic audiences.
- Strong communication skills, including the ability to present complex findings clearly to non-technical audiences.
- Ability to work independently and collaboratively in a fast-paced, client-focused environment.
- Experience supporting MACPAC or similar federal health policy entities.
- Familiarity with Medicaid data sources such as T-MSIS, MAX, or MSIS.
- Experience managing task orders under IDIQ or federal contracts.
- Authorship or major contribution to reports, briefings, or testimonies prepared for Congress or federal agencies.
- Ability to obtain and maintain a Public Trust clearance.
