Leidos is currently seeking a Program Manager to join our environmental consulting team. The successful candidate will primarily manage federal environmental programs and contracts for DoD customers, including USACE.  These programs include task orders to complete CERCLA and RCRA investigations, feasibility studies and decision documents, remedial design and execution, LTM/LTO, and environmental compliance. The candidate will be responsible for overseeing existing task orders from a programmatic standpoint as well as tracking, planning, organizing, securing and managing resources for identification and successful acquisition of follow-on contracts and new task orders through existing contract sell out.  

The Program Manager will routinely interface with Leidos line management, program managers, and senior technical staff across multiple offices, as well as clients and external stakeholders. Applicants should demonstrate excellent written and verbal communication skills and be comfortable working in a team environment. Strong organizational and communication skills are essential.

Key responsibilities of the Program Manager include:
•    Oversee execution of environmental IDIQ contracts and related TOs (>$5M firm fixed price or >$50M T&M or cost plus) within Leidos’ program execution framework and procedures, including cost tracking, profit/loss, estimates to complete, schedule, and performance metrics. 
•    Secure task orders under current IDIQs.
•    Evaluate task order proposals and TORN responses.
•    Manage client relationships with USACE districts and other federal customers.
•    Manage and prepare successful IDIQ proposals (SF330), , lead labor rate development, and participate in orals interviews.  
•    Successfully navigate multiple program stakeholders with competing requirements.
•    Develop proposal strategies and frameworks for teaming relationships and small business partnerships.
•    Ensure small business goals of contracts are being met.
•    Ensure compliance with programmatic Leidos and client Environmental Compliance, Quality, and Health & Safety programs.
•    Willing and able to travel to client locations to attend conferences, industry days, program review meetings, and conduct client assessments.
What Sets You Apart:
•    Bachelor’s degree in Engineering, Physical, or Environmental Sciences, or related field, and at least 12+ years’ relevant experience, including at least 5 years of experience managing large, complex federal environmental projects or IDIQ programs.
•    Experience with emerging contaminant issues.
•    Experience working with major DoD environmental contracting and command agencies (e.g., USACE, AFCEC, USAEC, NAVFAC, etc.).
•    Professional credential or certification in field of specialty (e.g., PE, PG, PMP, etc.).
•    Experience with federal contracting frameworks.
•    Experience managing and developing technical, management, and price proposals.
•    Ability to work independently with little supervision.
•    Proficiency in MS Office tools (Excel, Word, Outlook, Project, PowerPoint)

Pay Range:Pay Range $112,450.00 - $203,275.00

Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
