Product Manager (S4) – Vanguard Debit Card Program

Role Summary

 Vanguard is exploring a Debit Card Solution to expand Cash Plus account services and meet everyday spending. This Senior Product Manager, Specialist will lead this net-new payment rail, owning vendor integration, card program design, and enterprise execution across Investing, Saving, and Spending experiences. This highly visible role operates at the intersection of payments, platform engineering, and financial ecosystems—with frequent exposure to senior leadership.

This role is ideal for a Product Manager who thrives in ambiguity, enjoys building from zero-to-one, and can move fluidly between strategy and deep technical problem‑solving.

Core Responsibilities

  • Lead the end-to-end discovery and delivery of Vanguard’s Debit Card Program, from concept through launch and scale
  • Own vendor integration and ongoing card program management
  • Define debit card controls, fraud and transaction workflows across the Vanguard ecosystem
  • Partner with engineering, data, compliance, operations, and external vendors to ensure seamless execution
  • Build and maintain an integrated roadmap, aligning vendor dependencies with internal product teams
  • Coordinate execution across the broader Data & Analytics (D&A) organization
  • Influence enterprise stakeholders and regularly engage senior leadership on progress, risks, and tradeoffs
  • Establish operating models, metrics, and governance for a new payment capability 

This role requires payments experience and preferably debit card experience. 

Qualifications and Skills

  • Minimum 10 years of experience in product management or digital strategy roles. At least 3 years leading large cross-functional teams on major organizational projects preferred.

  • Bachelor’s degree (B.E./B.Tech/B.A./B.Sc.) in Business, Computer Science, Engineering, or related field required; Master’s degree (MBA or equivalent) preferred.

  • Good to have skills in digital product lifecycle management, market analysis, customer experience design, and stakeholder management. Strong capability in data-driven decision-making, product innovation, and cross-functional collaboration.

  • Proficiency in tools such as Jira, Confluence, Aha!, and data analytics platforms (e.g., Tableau, Power BI) is preferred.

  • Excellent verbal and written communication, critical thinking, and strategic planning abilities.

  • Any of the following certifications are preferred: Certified Scrum Product Owner (CSPO), Pragmatic Institute Product Management Certification, SAFe Product Owner/Product Manager (POPM).

  • Ability to thrive in fast-paced environments, balancing multiple priorities while delivering high-impact results.
