The role

We are seeking a Product Manager to lead the strategy and execution of our quota and capacity management systems. In this role, you will define how customers request access to and scale their use of Nebius infrastructure, ensuring seamless, secure and efficient allocation of compute, storage and networking resources across our global cloud.

You will work cross-functionally with engineering, capacity planning, infrastructure, finance and customer-facing teams to build scalable systems that balance customer needs with platform efficiency and business goals.

Your responsibilities will include:

Product Strategy & Development

  • Define and own the product roadmap for quota management and capacity planning systems.

  • Drive the development of scalable, policy-driven quota systems that support self-service and automation.

  • Collaborate with infrastructure and platform teams to ensure an accurate reflection of resource availability and usage.

  • Design quota request and allotment mechanics that are resilient, scalable, and aligned with customer SLAs and internal policies.

Technical Excellence

  • Serve as the product expert on quota request and allotment and capacity management systems.

  • Stay current with industry best practices in cloud quota management and capacity management systems.

  • Evaluate and integrate tools and frameworks for quota tracking, usage metering, and scaling the work of the capacity management team.

We expect you to have: 

Experience

  • 3+ years of product management experience in cloud infrastructure, platform engineering, or related domains.

  • Proven track record of delivering backend or platform products at scale, ideally involving resource management or quota systems.

  • Experience working with cloud-native technologies.

  • Familiarity with enterprise customer needs around quota management.

Technical Skills

  • Strong understanding of resource management in cloud systems.

  • Familiarity with quota enforcement models in cloud platforms.

  • Ability to write clear technical requirements and collaborate closely with engineering and infrastructure teams.

Soft Skills

  • Excellent communication and stakeholder management skills.

  • Strong analytical thinking and data-driven decision-making.

  • Ability to balance technical depth with customer empathy and business impact.

  • Comfortable navigating ambiguity and driving clarity in complex systems.

It will be an added bonus if you have: 

  • Background in infrastructure, SRE, or platform engineering.

  • Experience with billing, metering, or usage-based pricing models.

  • Familiarity with internal quota systems at hyper-scalers or large-scale SaaS platforms.

  • Experience working in regulated or multi-tenant environments.

  • Advanced degree in Computer Science, Engineering, or a related field.
