Project Description

The Strengthening Renewable Energy Workforce Development Frameworks in Southeast Asia is a regional study assessing existing frameworks for developing skilled labor for renewable energy projects, funded by UNOPS. The thematic report will highlight the critical role of skilled labor in supporting renewable energy build-out, uncovering gaps in training and employment structures, and exploring regional integration. A white paper will distill findings and recommendations for Indonesia, Philippines, and Vietnam.

Position Description

Education Development Center (EDC) is seeking a Policy/Workforce Development Consultant to focus on workforce development, policy formulation, institutional development, curriculum development, and other related activities. The consultant will contribute to the development of the thematic report and white paper by assessing policies, TVET programs, and skills certification programs, and providing recommendations for workforce development in the renewable energy sector. ​

This is a part-time consultancy, and it is contingent upon award by UNOPS. The project implementation duration is up to eight months. The level of effort details will be determined and communicated to the consultant upon award.

Candidates shall have at a minimum the following qualifications:

Qualifications

Education:

• A master’s degree in education, institutional development, social development, community development or any field in social sciences. Or 

• A bachelor’s degree with additional 2 years of relevant experience is considered as an equivalent.

Skills and Experience:

  • A minimum of 5 years of experience in workforce development, policy formulation, institutional development, curriculum development and other aligned activities.
  • Experience working in all or any of these countries Vietnam, Indonesia, and the Philippines.
  • Experience working in the energy sector, and in particular renewable energy, highly preferred.
  • Being based in Southeast Asia is considered an asset.

Language:

English

Working proficiency in Bahasa Indonesian or Vietnamese desired but not required
