We are seeking an experienced Policy Analyst (Mid-Level) to support the Medicaid and CHIP Payment and Access Commission (MACPAC) through its upcoming IDIQ contract. The Policy Analyst will contribute to a variety of research, analysis, and stakeholder engagement projects focused on improving Medicaid and CHIP policy. The ideal candidate will bring strong analytic skills, policy expertise, and writing ability, with experience conducting policy research and analysis related to Medicaid or CHIP and a solid understanding of the federal and state policy environment.
- Conduct policy research and analysis on a wide range of Medicaid and CHIP topics.
- Synthesize findings from environmental scans, literature reviews, stakeholder interviews, and data analysis.
- Develop high-quality written products including issue briefs, memos, presentations, and reports.
- Support the design and implementation of qualitative and/or quantitative research activities, including surveys, focus groups, and stakeholder engagement.
- Analyze federal and state policy documents, legislation, and program data to inform MACPAC’s work.
- Engage with project team members and MACPAC staff to ensure deliverables are timely, accurate, and relevant.
- Present findings to internal and external audiences in a clear, concise manner.
- Support project management and contribute to quality assurance across analytic deliverables.
- Master’s degree or higher in public policy, public health, public administration, economics, political science, or a related field.
- 3+ years of experience conducting policy research and analysis related to Medicaid, CHIP, or other public health programs.
- Familiarity with the structure, financing, and policy landscape of Medicaid and CHIP at both federal and state levels.
- Strong skills in qualitative and/or quantitative research methods.
- Demonstrated ability to synthesize complex policy issues and communicate them clearly in writing and verbally.
- Excellent written and oral communication skills.
- Collaborative, team-oriented work style with a client-service mindset.
- Experience supporting federal or state government agencies.
- Familiarity with federal and state Medicaid data sources (e.g., CMS reports, T-MSIS).
- Experience contributing to policy analysis reports for federal policymakers or stakeholders.
- Ability to obtain and maintain a Public Trust clearance.
