Supports stakeholder readiness and adoption for Zero Trust implementations across VA systems. Assesses organizational and process impacts, develops engagement and communication plans, identifies training and transition needs, coordinates with technical and government stakeholders, documents operational handoffs, and captures lessons learned. The role helps ensure new Zero Trust capabilities achieve sustainable adoption, governance, and operational use.

True Zero is seeking an Organization Change Management Specialist to support stakeholder readiness and adoption as Zero Trust capabilities are introduced across prioritized VA systems. The role focuses on the people, process, and transition considerations that help technical implementations move into sustainable operations and governance.
The OCM Specialist works with technical teams and Government stakeholders to identify adoption impacts, readiness needs, communication requirements, and transition actions associated with deployment waves and new Zero Trust operating patterns.
Position Responsibilities
- Assess stakeholder, process, role, and operational impacts associated with planned Zero Trust implementations.
- Develop change readiness, stakeholder engagement, communication, and transition activities aligned to implementation waves.
- Support operational readiness assessments by identifying adoption dependencies, training needs, process changes, and unresolved organizational risks.
- Coordinate with system owners and operating teams to document transition needs while respecting Government operational ownership.
- Capture adoption lessons learned and feed them into future implementation plans, playbooks, and reusable patterns.
- Support sustained use of new Zero Trust capabilities through clear process documentation and handoff materials.
Job Qualifications
- Bachelor’s degree in Organizational Change, Business, Communications, Information Systems, or a related field.
- Five or more years of change management, technology adoption, transformation, or stakeholder engagement experience.
- Experience supporting enterprise technology implementations affecting multiple stakeholder groups.
- Strong facilitation, impact assessment, communication, and transition planning skills.
- Ability to work effectively with technical and operational teams in a Federal environment.
- Experience with cybersecurity or Zero Trust transformation.
- Experience with Prosci ADKAR or comparable change methodologies.
- Experience supporting large distributed organizations.
