Job Description

This senior level lead position will provide leadership in the development of the strategic and implementation plans to meet the overall goal of the EBCI effort. The position will research and analyze strategic choices and make recommendations to achieve the objectives of the effort. This position will work with representatives from DHHS business, DHHS IT, EBCI and other stakeholders to manage and implement the goal of the effort. This position will directly manage the day to day activities for the effort along with management on a daily basis risks, scope, cost, and schedule

The selected candidate must be a results-oriented individual with a very strong work ethic and must be able to demonstrate excellent leadership in project Management, business analysis, negotiation, communication and problem-solving skills. This position will be responsible for working with senior-level business executives, IT personnel, and business program resources across multiple DHHS business areas to analyze, gather and execute requirements and manage stakeholder expectations. 

Expected Skills: Able to work without assistance; can provide leadership to others; able to manage highly complex work efforts; may have advanced education; may have extensive industry experience.

Description (including, but not limited to):

1. Managing business analysis work or projects with distinct deliverables to a solution

2. Identifying and documenting business processes, issues, value levers, metrics, and capabilities

3. Collecting, organizing, and analyzing data

4. Completing analysis and documentation of as-is capabilities

5. Conducting interviews to gather business requirements

6. Conducting industry, competitive and State analyses (strategic, financial, operational), business case development, as well as market research for benchmarking

7. Supporting required system go-live activities, including conversion, support desk, site support, training delivery, logistics management, etc.

8. Supporting change management and communications programs and activities

9. Performing PMO activities related to project time tracking, work plan updates, status reporting, service metric reporting, and related project administration tasks

Qualifications

Extensive knowledge of business systems, regulations, and processes and their interaction and how they apply to technology in the applicable areas. Required 7 Years  

Extensive knowledge of local, state, and federal regulations and statutes governing the area of work Required      

Must be highly organized and have considerable knowledge of strategic planning methodologies and practices. Required      

Ability to ensure that rules and regulations are interpreted correctly, internal and external to the organization Required      

Ability to review and approve documents and reports of more complex or unique issues and ability to effectively articulate written conclusions. Required      

Ability to work with subject matter experts (SMEs) from a wide range of backgrounds in order to finalize the business requirements and any related IT Required      

Good knowledge of PM practices; having the ability to apply PM concepts to scope definition, requirement analyses, schedule and cost projections Required 7 Years  

Knowledge of DHHS programs with special emphasis on DSS and DMA programs will be an advantage Highly desired      

Ability to effectively plan assignments and activities, adjust priorities as needed and work on multiple deliverables at the same time. Required      

Produce and provide and present electronic and written materials to management on status of the effort Required
