The Northrop Grumman Mission Systems Sector in Charlottesville VA/Waynesboro, VA has an immediate opening in the Networked Information Solutions (NIS) Division, for an Operations Execution Manager 3 supporting the Waynesboro campus and multiple divisions. This position will report directly to the NIS Operations Execution Management Director.

The individual will be responsible for operating in a team environment with the business/operating unit leadership, program managers, customers, and peer organizations to lead our Operations (Manufacturing, Supply Chain, Quality) teams to improve operational efficiency, implement optimal solutions and define and implement end-to-end manufacturing, integration & test strategies.

The candidate must be knowledgeable of the business acquisition process, program life cycle, manufacturing capabilities, scheduling techniques, continuous improvement strategies, manufacturing readiness assessments, compliance requirements, financial practices to execute cost and schedule objectives and implement strategic initiatives.

The Operations Execution Manager 3 must possess strong leadership abilities, excellent communications skills and effective problem-solving capabilities. The candidate will be responsible for recruiting and mentoring future leaders, directing training and skill development initiatives and promoting engagement and inclusion activities. Excellent written and verbal communication skills, and the ability to influence up and down the chain of command are required, as is a proven track record of innovation, problem solving and career development. 

The Manager 3 will represent Operations at BU/Division functions representing Waynesboro in alignment with the other OEM leads and provide leadership to achieve Program and Manufacturing objectives to support the Annual Operating Plan. The Manager 3 will align the campus with manufacturing strategies, execution roadmaps and investment opportunities to drive the campuses Long Range Strategic Plan. The position will assist in the standup of the Waynesboro campus working on the transition plan and standup of new programs/product types to the site.

This position will initially be based in Charlottesville, VA for approximately 1-2 years and will then transition to the Waynesboro, VA facility. 

Roles and Responsibilities:

  • Primary Manufacturing Operations interface to the Program Office, business Management, Engineering, Supply Chain Management and Mission Assurance on all aspects of manufacturing programs
  • Overall responsibility for managing proposals, production planning and execution of manufacturing programs, while monitoring and addressing all cost, schedule, performance, and quality issues
  • Lead multifunctional teams, including Operations functional support organizations, to ensure all program and operations goals and objectives are met.
  • Acts as the key point of contact for senior leadership on all contract and program related matters
  • Provides oversight and accountability for all OEM/OPM related activities to ensure compliance with company objectives and obligations.
  • Manages all financial budgetary aspects of the OEM organization.
  • Ensures the department is adequately staffed to meet campus business demands.
  • Responsible for employee recruitment, development, performance management and employee engagement activities

Basic Qualifications:

  • 9+ years’ experience in a manufacturing, operations, quality, global supply chain, and/or program environment with a Bachelors Degree or 7+ with a Masters Degree
  • 5+ years’ of demonstrated Management/Leadership Experience
  • Knowledge of SAP and MRP
  • Demonstrated experience with Earned Value Management / Control Account Management.
  • Working knowledge of financial management including projects, process control, AOP, IF and BU/OU budgets
  • Experience with proposals and managing program/project execution with a demonstrated ability to create, track and meet schedules.
  • Working knowledge of Global Supply Chain / Material Planning
  • Knowledgeable about government policies governed by Federal Acquisition Regulations (FAR) and complete lifecycle from contract award to sell off.
  • Possess strong leadership characteristics, communication and writing skills.
  • US Citizenship and ability to obtain government TS/SCI Security clearance.

Preferred Qualifications:

  • Currently holds an active TS/SCI Security clearance.
  • Master's degree in STEM related discipline or MBA
  • A career history that demonstrates of progressive leadership experience in manufacturing/production, operations, program management, and global supply chain related area
  • Demonstrated experience leading operations team through a comprehensive estimate at complete.
  • Experience leading proposals, BU/OU business development, business development/capture, acquisitions, and associated customer interactions.
  • Proficient in Microsoft office suite, IMS management and or Agile applications
  • Product transition from development to production methodology and implementation Knowledge & experience in Manufacturing and Supply Chain as well as a strong customer domain knowledge
  • Experience supporting cross-sector initiatives and/or programs.
  • Work that crosses typical organizational, site, sector boundaries/campuses and that consolidates, transfers manufacturing operations to new facilities

Salary Range: $129,000.00 - $193,400.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.The application period for the job is estimated to be 20 days from the job posting date.
