Overview
The National Program Manager serves as the senior leader responsible for overseeing the Religious Services Program across all designated ICE detention facilities. The NPM ensures consistent delivery of high-quality religious support, compliance with contract requirements, and coordination between ICE, facility chaplains, and program managers. This role is central to strategic leadership, contract management, and ensuring the spiritual needs of detainees are respected and met.
Key Duties
Provide overall leadership and supervision for Local Facility Chaplains (LFCs) and Local Program Managers (LPMs).
Conduct site visits (at least twice annually) to assess performance and ensure compliance with the PWS.
Manage financial, logistical, and reporting requirements for the contract.
Develop and implement training, recruitment, and retention strategies for program staff and volunteers.
The National Program Manager must travel to each of the six ICE detention facilities—Batavia, NY; Miami, FL; Los Fresnos, TX; Florence, AZ; El Paso, TX; and Guantanamo Bay, Cuba—for at least two site visits annually.
Qualifications
Minimum 10 years of experience in religion, detention/prison management, social work, logistics, or related field.
Demonstrated experience managing federal or state contracts, preferably in correctional or detention environments.
Ability to work effectively with diverse faith groups and multicultural detainee populations.
