The Digital Modernization Sector has a current job opportunity for a Mid-Level DevOps Cloud Engineer supporting the Center for Medicare and Medicaid Services (CMS) in Baltimore, MD. The DevOps Cloud Engineer works closely with the Program team to manage, maintain, modernize and optimize application’s performance, durability, and cost to best support CMS and the general public. The engineer will deliver solutions that ultimately ensure that the functions of Medicare, Medicaid, and Marketplace are carried out for the US citizen and contribute to efforts to reduce healthcare costs.

As a DevOps Cloud Engineer you will be required to develop solutions that are highly innovative and achieved through research and integration of industry best practices. You will influence development of solutions that impact strategic project/program goals and business results. You will resolve complex problems using significant application of technical knowledge, conceptualizing, reasoning and interpretation. You will interact daily with various technical resources across different vendors which are fulfilling technical requirements for the customer. 

Your goal will be to work with all stakeholders to help Leidos ensure delivery of high-quality, robust, and scalable solutions with minimal business impact. Lastly and most importantly, you will represent our program when meeting with the Application Development Organizations (ADO) and identify opportunities to provide support as well as modernization and innovation opportunities for their application.

The current work environment is remote leveraging various tools such as Slack, Microsoft Teams, and Zoom.

Primary Responsibilities

  • Provide input and expertise to senior engineers to maintain alignments with best practices and recommending system improvements while overseeing the automated deployment, roll-back, and monitoring of applications into software development, test, and production environment.
  • Work with Linux and Windows operating systems, network administration, and networking protocols/functions e.g., SMTP, HTTP, HTTPS, SSL/TLS,  DNS
  • Build and maintain products focused on application development lifecycle automation
  • Work with the cloud, security, testing, and application teams to build orchestration pipelines
  • Build, support, and maintain CI/CD pipelines that conduct multiple deployments a week
  • Contribute to a culture of continuous improvement by establishing and participating in feedback loops
  • Meet with applications on a regular cadence to provide support and identify opportunities for optimization
  • Serve as a main point of contact for all technical needs and become the subject matter expert of the applications the team manages.
  • Become a subject matter expert with CMS Hybrid Cloud and CMS Enterprise Shared Service offerings
  • Develop strong relationships and partnerships with the other CMS Hybrid Cloud Product Teams
  • Continuously refresh infrastructure components such as EC2 instances, IaC Stacks, containers, etc.
  • Promote strong quality control practices for all managed services as well as maintain robust documentation
  • Work independently to resolve highly complex problems using significant application of technical knowledge, conceptualizing, reasoning, and interpretation
  • Apply DevOps expertise to ensure congruence of the various infrastructure, software, configurations and interfaces maintained under configuration control.
  • Work with an Agile team, attend daily scrums; communicating and collaborating frequently with teammates to ensure successful completion of project objectives.
  • Troubleshoot and resolve installation, infrastructure, and system issues.
  • Proactively and independently identify, report, monitor, and mitigate technical risks.

EDUCATION & EXPERIENCE: BS and 4+ years of prior relevant experience or Master’s with 2  years of prior relevant experience. Additional years of experience may be substituted in lieu of degree.

Required Clearance

  • Ability to obtain a Public Trust clearance
  • All candidates supporting the CMS programs must have lived in the United States at least three (3) out of the last five (5) years prior in order to be considered.

Basic Qualifications

  • Works independently under “minimal supervision."
  • Knowledge of cloud-based security tools, best practices and policies including demonstrated experience protecting all layers of the application stack.
  • Knowledge of the Software Delivery Life Cycle (SDLC).
  • Experience in cloud technologies, cloud services, IaC, cloud storage, cloud networking and cloud security.
  • Package Management tools: rpm, pip.
  • Experience with container builds and orchestration: Kubernetes, EKS, ECS
  • Build Tools: Jenkins, GitHub
  • Experience with CI/CD Tools: Sonarqube, Snyk,
  • Configuration Management tools: Ansible, Terraform, Git.
  • Experience with Cloud IaaS, PaaS, and SaaS offerings.
  • Experience working with Fisma compliant systems
  • Experience with AWS configuration best practices
  • Experience with CloudWatch, Splunk and Datadog logs and Metrics
  • Experience with AWS/Azure CLI, shell languages (e.g., Bash, PowerShell), and formal programming languages (e.g., Python, Golang, Rust).
  • Experience with containers (Docker, ECS, EKS), serverless (Lambda), and Virtual Machine (VMware, KVM) architectures.
  • Experience bootstrapping and automating the build of complete environments.
  • Efficient communication, zero handoff mentality.
  • Excellent writing and verbal communication skills.
  • Ability to manage conflict effectively.
  • Ability to adapt and be productive in a fast-paced dynamic environment.
  • Excellent communication and collaboration skills supporting multiple stakeholders and business operations.
  • Self-starter, self-managed, and a team player.
  • Knowledge and understanding of DevOps trends and technologies.
  • Working knowledge of Git and experience with development workflows in GitLab, Bitbucket or an equivalent tool.
  • Experience designing, building and deploying DevOps pipelines with GitLab, Jenkins, or equivalent tools.
  • Experience with automated provisioning and configuration tools like Terraform, CloudFormation, Chef, Puppet, Ansible or similar technologies.
  • Experience with Linux and Windows operating systems, network administration, and networking protocols/functions (e.g., SMTP, HTTP, HTTPS, SSL/TLS,  DNS.)
  • Excellent problem solving and analysis skills, including the ability to logically create structure and order from unstructured inputs.

Preferred Qualifications

  • Cloud Certification (e.g., AWS, Azure Administrator)
  • Experience with PostFix and Dovecot
  • Experience with open source spam filtering software
  • Proven ability to work with challenging customers
  • Agile-based knowledge and skill, including experience with Scrum Ceremonies and work management tools (e.g., (JIRA, Confluence).
  • Security Skills—Knowledge of information assurance compliance and information security basics within CMS.
  • Experience developing and deploying software in a cloud environment (AWS is a plus).
  • Experience in creating dashboards and alerts in Splunk, Datadog and CloudWatch
  • Experience with containers (Docker, ECS, EKS), serverless (Lambda), and Virtual Machine (VMware, KVM) architectures
  • Professional cybersecurity certification such as Security+, or similar.
  • ITIL v3 Foundations Certification

Pay Range:Pay Range $85,150.00 - $153,925.00
