[What the role is]

The Manager (Training Support) administers NACLI's training support functions — spanning capability development plans, training operations support, records management and other related corporate services roles — to ensure that the Institute's operations run smoothly and in compliance with organisational policies. The role serves as a key liaison between internal and external stakeholders to deliver efficient and well-resourced support for NACLI's training programmes and staff capability development initiatives.

[What you will be working on]

Planning and Administration of Divisional Training  

  • Manages the implementation process for NACLI’s training plans (external training courses/certification programmes) to professionalise its staff in alignment with organisational development goals. 
  • Liaises with internal stakeholders and external training course providers, ensuring smooth and timely course registrations, approvals, and post-course follow-ups including prompt billing and payment processes. 
  • Manages staff training-related procurement processes, ensuring adherence to procurement guidelines, while assisting in tracking budget utilisation to support budgetary accountability for staff training. 
  • Monitors schedule of external training courses to ensure timely enrolment for staff training. 
  • Manages NACLI’s training minimum service period agreements and tracks post-training minimum service period commitments, ensuring alignment between staff development investments and organisational goals. 
  • Work with the Senior Manager (Training Operations) to curate and update NACLI’s internal onboarding packages.

Training Operation Coordination   

  • Works closely with NACLI training faculty in the planning and related procurement process for logistics, equipment and props for NACLI’s training programmes and events.  
  • Provides guidance to Facility Management Company (FMC) in the set-up plans for daily logistic operations for NACLI’s training including contextualised logistics requirements for constituency-based training (offsite).  
  • Manages inventory management of logistics, training materials / resources, and equipment required for classroom and teambuilding programmes in consultation with training faculty.  
  • Collaborates with internal and external stakeholders to ensure smooth, prompt and efficient coordination of training logistics management for events and activities.

 Records Management 

  • Serves as NACLI’s Records Manager and develop and implement processes and systems for managing NACLI’s physical and electronic records, in accordance with PA’s guidelines and the Management of Public Records (IM4L).
  • Maintains NACLI’s Registry records and review past documents for archival and/or disposal.
  • Ensures proper e-Registry System, e-filing practices and organisation of NACLI e-Registry to facilitate record retrieval.
  • Engages and advises staff on records management-related matters; explore ways to reinforce discipline of e-filing, shares best practices and conducts random audit of e-filing practices.  

Others

  • Streamlines workflows and continually strengthen and explore innovative processes for improved efficiency.
  • Performs covering duties when required in support of NACLI’s HR coordination e.g. recruitment, and new staff onboarding matters; working with stakeholders such as PAHR, NACLI departments, external recruitment agencies etc.
  • Supports cross-functional initiatives and broader organisational needs, as required.

  • Three years of working experience in a training institution/environment and relevant fields (e.g. training support or training operations)
