Job Description

Healthy Blue Care Together is a Medicaid plan offered by Blue Cross and Blue Shield of North Carolina (Blue Cross NC) to serve children and families through the Children and Families Specialty Plan (CFSP), a first-of-its-kind initiative designed to provide comprehensive health care services to children, youth, and young adults currently and formerly served by the child welfare system in North Carolina. 
The Manager of School-Based and county-level Department of Social Services (DSS) Initiatives is responsible for developing and leading the strategic vision for school-based programming and partnerships that support children and families enrolled in the CFSP and will work closely with the broader System of Care team to engage with a coordinated network that aligns community-based supports, mental health services, and schools.
This role will design and oversee initiatives that address systemic barriers to educational success, focusing on children and youth involved in foster care. The individual selected for this position will demonstrate a systems-level perspective, strong relationship-building skills, and expertise in educational policy, child welfare and cross-sector collaboration.
In this position, the manager will hire and oversee a team responsible for implementing the school-based strategies and ensure alignment with state and federal requirements, best practices, and organizational goals. Additionally, this individual will oversee regionally based DSS Liaisons and support statewide DSS initiatives.

What You'll Do

  • Develop and execute a statewide strategy for school-based strategy that advances the goals of the Children and Families Specialty Plan (CFSP). 

  • Serve as the organizational lead for strategy related to educational rights and educational stability for children and youth in foster care. Develop initiatives that support compliance with federal and state requirements related to educational protections for children in foster care. 

  • Identify policy, practice and operational barriers that impact educational outcomes for children and youth engaged in the child welfare system. 

  • Establish short and long-term outcomes for children and youth served by the CFSP. Develop performance metrics and evaluation frameworks to assess the effectiveness of school-based initiatives. 

  • Lead the development of innovative programs that address social, emotional, behavioral and educational needs within school settings. 

  • Collaborate with child welfare agencies, local education agencies, and other entities engaged with the child welfare system to identify and address educational outcomes.  

  • Lead team responsible for development and management of specialized programs and/or initiatives and support execution and implementation to meet business and corporate objectives, budget targets and delivery timeframes.  

  • Advise and communicate with various levels within the enterprise, including senior leadership, regarding programs/projects/initiatives, emerging issues and challenges, state of the industry and additional opportunities.  

  • Act as a technical resource for the team, providing guidance and direction to staff with responsibility for programs/initiatives of varying sizes and complexity.  

  • Manage team prioritization efforts and development of applicable work processes and procedures; ensure appropriate documentation, reporting and delivery in accordance with corporate and industry standards.  

  • Manage employee development initiatives for the team, including coaching, performance feedback and training.  

What You Have

  • Bachelor's degree or advanced degree (where required)

  • 8+ years of experience in related field.

  • In lieu of degree, 10+ years of experience in related field.

  • Experience collaborating with North Carolina public schools, local educational agencies, child welfare agencies and state-level partners highly preferred. 

  • Knowledge of state and federal laws governing educational rights and protections for children and youth in foster care.

Where You’ll Work 

Our Hybrid Flex approach is built on presence with a purpose – giving you flexibility to work remotely with intentional in-person connection – that supports a workplace that’s flexible, connected, and future focused. 

In a Hybrid-Flex role, you’ll work in the office at least two days a week for collaboration and connection. In a Remote Flex role, you’ll work virtually, with a few in-office visits each year for meaningful moments that matter. 

Whether your role is Hybrid Flex or Remote Flex depends on the nature of the work and distance from our Durham headquarters. We welcome candidates from outside the local area and in any states listed on this job posting. Onsite expectations will be discussed during the interview process.

Salary Range

At Blue Cross NC, we take great pride in a fair and equitable compensation package that reflects market-price and our starting salaries are typically planned near the middle of the range listed. Compensation decisions are driven by factors including experience and training, specialized skill sets,  licensure and certifications and other business and organizational needs. Our base salary is part of a robust Total Rewards package that includes an Annual Incentive Bonus*, 401(k) with employer match, Paid Time Off (PTO), and competitive health benefits and wellness programs. 

*Based on annual corporate goal achievement and individual performance.
 

$118,691.00 - $189,906.00
